Position OverviewThe Payroll Manager oversees end-to-end weekly payroll processing using ADP Workforce Now and ETime for a large, unionized property management portfolio. This includes verifying payroll data, maintaining system controls, managing garnishments and child support orders, ensuring timely 401(k) remittance, and overseeing union reporting for benefit eligibility and funds remittance. The role requires close coordination with both clients and property management staff, and demands strong knowledge of FLSA, NYS Wage & Hour law, and local union requirements.
CoreResponsibilities
- Manage end-to-end weekly payroll for 4,000 employees, ensuring accurate, timely pay, tax with holdings, and benefit deductions
- Supervise, train, and develop a team of 6 payroll coordinators
- Oversee union reporting for benefit eligibility and timely union funds remittance
- Manage garnishments, child support orders, and wage deduction compliance
- Ensure timely remittance of 401(k) contributions
- Maintain payroll system controls, data accuracy, and audit readiness
- Prepare payroll reports, reconcile accounts, and resolve discrepancies
- Ensure compliance with FLSA, NYS Wage & Hour law, and union contract requirements
- Serve as primary point of contact for clients and property management staff on payroll matters
- Ensure accurate, timely filing of payroll taxes at all levels
- 5+ years of payroll management experience, ideally with union payroll
- Bachelor's degree in Accounting, Finance, Business Administration, or related field
- Strong hands-on experience with ADP Workforce Now (required)
- Working knowledge of Local 32BJ contract requirements
- Solid understanding of federal/state labor law, wage deductions, and garnishment processing
- Proven people-management experience — this role leads a team of 6
