Principal Administrative Associate II (10124)

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self‑sufficiency as quickly as possible.

The Investigation, Revenue, and Enforcement Administration (IREA) supports the integrity of social services programs administered by the New York City Human Resources Administration (HRA). Within IREA, Liens & Recovery (L&R) files liens against the proceeds of personal injury lawsuits, real property of cash assistance recipients, and nursing home residents receiving Medicaid. L&R files liens, negotiates payments, lifts liens, and refers cases for legal action such as estate recovery.

Monday‑Friday 9am‑5pm.

Responsibilities
  • Review Medicaid benefit payment records in MAESTRO and city/state databases to prepare NYS SSL 104‑b liens against personal injury lawsuit settlements.
  • Monitor MAESTRO for incoming assignments, perform quality control reviews, and forward cases to appropriate personnel for further action.
  • Supervise the work performed by subordinate staff of the Data Control Group.
  • Manage relationships with outside vendors and Liens & Recovery.
  • Respond to calls from clients, external agencies, lawyers, judges, and insurance companies regarding liens associated with their clients.
  • Provide coverage in the absence of the Medicaid Settlement Supervisor.
  • Troubleshoot inquiries by contacting the requestor.
  • Interview walk‑in clients seeking lien information or lien satisfaction.
Minimum Qualifications
  • A baccalaureate degree from an accredited college and three years of satisfactory full‑time progressively responsible clerical/administrative experience, including one year in an administrative or supervisory capacity.
  • An associate degree or 60 semester credits from an accredited college and four years of satisfactory full‑time progressively responsible clerical/administrative experience, including one year of the administrative supervisory experience described above.
  • A four‑year high school diploma or equivalent approved by a state’s department of education or a recognized accrediting organization and five years of satisfactory full‑time progressively responsible clerical/administrative experience, including one year of the administrative supervisory experience described above.
  • Education and/or experience equivalent to options 1–3, with the required one year of administrative or supervisory experience. Education above high school may be substituted for general clerical/administrative experience (up to 3½ years) at a rate of 30 semester credits for 6 months of experience.
Preferred Skills
  • Working knowledge of HRA/IREA systems such as WMS, EDW, and IREF.
  • Excellent verbal and written communication skills.
  • Knowledge of Microsoft Office Suite.

Residency Requirement

New York City residency is generally required within 90 days of appointment. City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. Discuss applicability with the agency representative at the time of interview.
