Location: New York

the new york city housing authority (nycha) is seeking an assistant housing manager for the leased housing department’s bronx client services team. This unit is responsible for supervising staff and ensuring accurate, timely, and compliant processing of service requests in accordance with hud regulations, semap standards, departmental policies and procedures. And communicating with program participants and landlords.

under the general supervision of the housing manager, the assistant housing manager will perform work of some difficulty and responsibility related to the administration and management of nycha’s leased housing department within the bronx client services unit. The assistant housing manager will exercise some independent judgment and decision-making while carrying out assigned duties.

  • use hud regulations, nycha policy, and procedure to review and evaluate documents to process lease renewals, annual, and interim recertifications.
  • review, approve, and oversee hcv processes, including recertifications, lease renewals, and contract rent changes.
  • ensure all program activities are completed accurately and in compliance with hud regulations and section 8 management assessment program (semap) requirements.
  • supervise and support staff, including training and development, performance monitoring, productivity tracking, and administering corrective or disciplinary actions as needed.
  • assist in analyzing team performance and preparing reports, findings, and recommendations related to workload management and program effectiveness.
  • provide technical assistance and guidance to staff to ensure accurate and consistent case processing.
  • identify, document, and report system issues, recommended fixes, and enhancement needs.
  • ensure prompt, accurate, and professional responses to internal and external inquiries.
  • build and maintain effective working relationships with internal departments, program participants, landlords, and external partners.
  • analyze and resolve income discrepancies.
  • create and process payment adjustments.
  • complete case corrections.
  • respond to information requests, emails, and correspondence.
  • ensure timely delivery of responses to inquiries.
  • identify and elevate case and system issues for immediate follow-up.
  • perform other duties as assigned.

note: due to the existence of a civil service list, candidates must have civil service status in the title of assistant housing manager to be considered.

this position is open to qualified persons with a disability who are eligible for the 55-a program.

minimum qualifications
  • a baccalaureate degree from an accredited college, and one year of full-time satisfactory supervisory and/or administrative experience in housing management at a development or developments containing at least 150 apartments, including overseeing the performance of duties such as: interviewing applicants; determining eligibility; gathering and evaluating information to resolve complaints; collecting rents; and/or resolving tenant related problems; or
  • a four-year high school diploma or its educational equivalent, and five years of the full-time satisfactory experience as described in "1" above; or
  • a satisfactory equivalent combination of education and experience as described in "1" or "2" above. Undergraduate college credits may be substituted for experience on the basis of 30 semester credits from an accredited college for one year of full time satisfactory experience. However, all candidates must have a four year high school diploma or its educational equivalent.
  • preferred skills
    • comprehensive knowledge of hud regulations, housing choice voucher (hcv) program requirements, rent calculation methodologies, upfront income verification (uiv), and departmental policies and procedures.
    • experience utilizing hud’s enterprise income verification (eiv) system and other housing program databases to verify income, assets, and eligibility information.
    • strong analytical and problem-solving skills, including the ability to identify and resolve rent calculation discrepancies, interpret complex regulations, and determine appropriate rent adjustments, credits, and corrective actions.
    • proficiency in siebel or comparable housing management systems, with the ability to accurately maintain case records and process transactions.
    • advanced proficiency in microsoft excel, including data analysis, reporting, tracking, and reconciliation of program data.
    • excellent organizational, time-management, and prioritization skills, with the ability to manage a high-volume workload and meet strict deadlines in a fast-paced environment.
