Organizational context:
This role is within the One Executive Office (One EO) of the UN Secretariat's Department of Operational Support in New York. One EO is transitioning to consolidate common administrative functions as part of the UN80 reform. The position is at the Client Desk, supporting entities focused on peace and security, such as DPPA and DPO, reporting to the Chief of the Client Desk.
Job purpose:
The Senior Administrative Officer provides comprehensive administrative and operational support to New York-based Secretariat entities, particularly those involved in peace and security mandates like DPPA and DPO. This role is crucial for ensuring these entities can fulfill their objectives by managing a wide range of administrative functions. The incumbent advises senior management on policy, planning, human resources, budget, finance, and general administration.
They are responsible for coordinating HR issues, overseeing financial monitoring, developing administrative policies, and implementing support services. The position plays a key part in the efficient operation of the Client Desk within the One Executive Office, contributing to the overall effectiveness of peace and security operations through robust administrative management.
Responsibilities:
The Senior Administrative Officer is responsible for policy and planning, assisting in administrative framework development, and advising senior management on budgeting, finance, HR, and administration. They produce complex reports, participate in task forces, and attend management meetings. In Human Resource Management, they coordinate staff and HR issues, oversee staffing records, interpret staff rules, prepare responses for legal cases, ensure compliance with Umoja and Inspira procedures, and act as a Conduct and Discipline focal point.
For Budget and Finance, they support resource acquisition, monitor expenditures, control budgets, and develop sound financial management policies. In General Administration, they plan and implement support services, oversee KPI reports, manage administrative staff, lead data analysis for planning, and oversee work related to audits and delegation of authority.
Education:
An advanced university degree (Master’s or equivalent) in business/public administration, HR, finance, accounting, or law is required. A first-level degree with two additional years of experience is acceptable. A background in data analytics, business analytics, or data science is advantageous.
Work experience:
A minimum of ten years of progressive experience in administration, budget, finance, or HR is required. Essential experience includes applying UN HR rules, preparing analytical reports from ERP systems (Umoja, Inspira), leading process automation/digitization, and drafting responses for oversight bodies. Experience in UN financial management or managing conduct and discipline matters is desirable.
