Overview

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing water and wastewater services. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. The Agency Chief Contracting Office (ACCO) directs and manages the agency’s procurement and coordinates with City and state agencies. The Office of Purchasing Management (OPM) supports operating Bureaus in procurement of goods, services, and construction-related services and uses various procurement methods under specific thresholds.

The Assistant Procurement Manager will assist the Procurement Manager, Assistant Deputy Agency Chief Contracting Officer (ACCO) and Deputy ACCO with management of the Agencys Procurement Card program, ensure compliance with City and Agency purchasing guidelines, review card transactions, and support PPB compliance and procurement processes.

Job Tasks/Duties
  • Monitor and conduct post-audits of all micro and procurement card transactions, MWBE non-competitive purchases, and all other procurement methods to ensure compliance with Procurement Policy Board (PPB) Rules, City and Agency requirements. Prepare reports, charts, graphs, and other related materials.
  • Assist in the management of the Agency's Procurement Card program. Monitor P-card use to ensure compliance with all City and Agency purchasing guidelines and policies, including, but not limited to, split-ordering, unusual spending patterns, or out of policy transactions. Review Cardholder spending profiles for appropriateness. Provide support on Agency P-card stakeholder program matters and conduct post-audits of all p-card transactions.
  • Process purchase requisitions of highly complex commodities; review descriptions and specifications; determine accuracy and adequacy; consult with Bureau to adjust discrepancies; review bid offerings; make recommendations of award to the lowest responsible, responsive bidder or most advantageous offer; prepare award recommendations to ensure compliance with city and agency requirements (e.g., Passport, VENDEX, prevailing wage, bid requirements).
  • Collaborate with all responsible parties in utilizing Passport for small purchase methods (MWBE Non-Competitive Small Purchase, Sole Source, Required Source, Intergovernmental procurements, etc.). Create requisitions (RFI), review scope of work, create proposal response grids, assist in contract administration (create authoring documents and upload contracts into Passport). Conduct MWBE vendor selection for Non-Competitive Small Purchases, review price proposals, create Determination of Award, Responsibility Determination, and monitor contract encumbrances.

    Notify Deputy ACCO via Passport for review and approval. Inform bureau and supervisor of bid results, awards and registrations via Passport. Track task movement through the procurement process and provide training on Passport usage.
  • Interface with agency personnel and contractors to provide professional and courteous service. Represent the ACCO Office to conduct the business of the office.
  • Process complex procurements against federal and state requirement contracts. Review and maintain records of current Federal (GSA) and New York State OGS contracts. Ensure utilization by Procurement Liaisons and review specifications to maintain accuracy; solicit and evaluate bids to ensure conformity to requirements; review intergovernmental requests for completeness.
Minimum Qualifications
  • A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or in contract negotiation/management; or
  • An associate degree or completion of 60 semester credits and 18 months of satisfactory, full-time professional experience as described above; or
  • A four-year high school diploma and two and one-half years of satisfactory full-time professional experience as described above; or
