Primary Purpose Of Position

Responsible for supporting Constellation's Nuclear Regulatory Commission (NRC) and the Department of Transportation (Use the "Apply for this Job" box below). for Duty (FFD) programs. This position will aid in ensuring that Constellation personnel are fit for duty by avoiding substance abuse and not being under the influence of any substance that could impair their ability to perform their duties safely and competently. The Fitness for Duty Programs apply to employees and contract workers who work at Constellation, Constellation parents, and/or subsidiaries.

Duties And Accountabilities
  • Play a critical role in ensuring a safe and drug‑free work environment for all employees and contractors and ensure compliance with company policies and regulatory guidelines. This includes maintaining accurate records of test results and employee information and entering all testing into the Fitness for Duty database.
  • Conduct fitness for duty testing at various work locations to maintain compliance with NRC and DOT regulations, as well as company policy. Provide guidance to employees and supervisors regarding the drug and alcohol testing process. Testing includes pre‑access, random, follow‑up, post‑accident, and for‑cause.
  • Assist in the implementation of Constellation's Nuclear Fitness for Duty Program to ensure compliance with the Code of Federal Regulations.
  • Maintain extensive knowledge of Code of Federal Regulations (10 CFR 73.55, 10 CFR 73.56, 10 CFR 73.57, 10 CFR 26, Regulatory Guide 5.66), Nuclear Energy Institute document 03‑01‑Regulated, NRC Inspection Procedures, and Site Security Plan.
  • Generate and implement Fitness for Duty processes with the highest level of confidentiality.
  • Be on call 24/7 for Access Authorization & Fitness for Duty concerns/incidents; respond outside of normal business hours.
  • Work directly with corporate AA/FFD management in coordination of employee in‑processing for UA/UAA and Fitness for Duty concerns.
  • Support site in‑processing and outage schedule by working with outage management to implement cost‑effective timely in‑processing.
  • Travel is required.
  • Conduct blind performance testing as described in 10 CFR 26.
  • Qualify and maintain training and certifications for breath alcohol and urine specimen collector.
  • Assist with testing records and enter all results into the Fitness for Duty database.
  • Support Fitness for Duty program for other areas of the business, including Constellation Generation (Nuclear FFD), Department of Transportation FFD Program, Power FFD Program, etc.
  • Qualify and execute the functions as a Level 1 and 2 Reviewing Official in support of in‑processing activities.
  • Qualify and maintain qualifications responsible for the operation of Personnel Access Data System (PADS); ensure compliance with NEI/PADS policies, procedures, and system security requirements.
  • Perform other job assignments and duties as directed by management or pursuant to company policy, including emergency response, departmental coverage, call‑outs, and support of outage activities in positions outside the department.
Minimum Qualifications
  • High school diploma/GED or equivalent with 2 years of related experience.
  • Maintain minimum access requirements or unescorted access requirements, as applicable, and favorable medical examination and/or testing in accordance with position duties.
Preferred Qualifications
  • RO1/RO2 qualification.
  • 2 or more years of Nuclear Security FFD experience.
  • Training and certifications for breath alcohol and urine specimen collector.
  • Demonstrated knowledge and proficiency in the NRC Part 26 FFD drug and alcohol collection process.
  • Previous Fitness for Duty or related experience.
  • Knowledge and proficiency in NRC and/or DOT drug and alcohol collection regulations.
  • Experience working with vendors/contractors.
