The New York City Department of Design and Construction is seeking a seasoned and driven Director of Budget and Administration to lead contracting, procurement, and administrative operations across two technology and analytics divisions. Reporting directly to the Deputy Commissioner of IT, Data Analytics, and Project Controls, this role is responsible for managing the full lifecycle of contracts and procurements from the development of technically scoped Statements of Work and Requests for Proposals for IT, software, and data initiatives through vendor performance and closeout while providing the fiscal and administrative infrastructure that keeps a growing portfolio of agency initiatives on track.

This role also holds broad responsibility for the fiscal health and administrative operations of the divisions it supports. The Director oversees PS and OTPS budget management including forecasting, spending plan submissions, and capital funding coordination ensuring divisional priorities are resourced and aligned with agency and citywide requirements. On the personnel side, the Director manages all HR and staffing actions for supported divisions, from hiring and onboarding through separations and reclassifications, working closely with agency HR and oversight bodies to keep the workforce pipeline moving.
