Financial Management Analyst Security Clearance

Position: FINANCIAL MANAGEMENT ANALYST with Security Clearance
Location: Westhampton Beach

Duties As a FINANCIAL MANAGEMENT ANALYST (GS-0501-9/11), you will plan, coordinate, and perform comprehensive Accounting and Financial Management analysis, decision support and quality reviews, of base level accounting and financial management programs. Requirements Conditions of employment

* This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

* Federal employment suitability as determined by a background investigation.
* May be required to successfully complete a two year trial period.
* Participation in direct deposit is mandatory.
* This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

* May occasionally be required to work other than normal duty hours; overtime may be required.

* For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
* For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. Qualifications Military Grades:
Enlisted GENERAL EXPERIENCE :
Skills in collecting and analyzing data effectively, efficiently, and accurately;
Skills in applying procedures and directives by reading and interpreting program material;
Skills in presenting formal training presentations and briefings;
Ability to prepare reports and presentation formats. SPECIALIZED EXPERIENCE : GS 09:
Must have one year equivalent to at least next lower grade level. Must have experience with laws, DOD Directives, finance regulations and financial management and operating procedures relative to the entitlements and allowances related to the payment of military personnel, civilian personnel, vendors, and travelers. Must have experience with military pay and allowances, civilian pay and allowances, vendor payments, and travel entitlements.

GS 11:
Must have one year equivalent to at least next lower grade level. Must have experience and knowledge of related financial regulations and rulings covering diverse types of pay transactions to typically function as a technical authority for the resolution of an extensive range of issues or problems. Experience and knowledge of the overall DFAS mission and functions, operation, and relationships to other agencies to respond to special inquiries and task organizations for information and responses.

Must have experience of multiple financial and accounting systems in order to perform studies related to management improvement, productivity improvement and management controls to analyze and evaluate criteria for the enhancement of all assigned Pay programs (Military Pay, Civilian Pay, Accounts Payable, and Travel Pay). Ability to apply fact-finding and investigative techniques. Must have experience with automated financial systems to participate in a variety of required operations audits and analytical reviews related to pay entitlement determinations.

Education If using only education to qualify for the GS-09 position, must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in a related field If using only education to qualify for the GS-11 position, must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., in a related field OR Combining

Education and Experience:

Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a four year degree in a related field to the position.
