The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed at moving the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for staff, visitors, volunteers and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities.

The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledge experts.

Under the direction of the Director of Commissary the DOC seeks to recruit a Commissary Operations Manager to provide administrative and operational support to the Director of Commissary in overseeing the Department's commissary.

The selected candidate's responsibilities will include but are not limited:

  • Assist with the daily coordination and administration of commissary operations across multiple correctional facilities.
  • Serve as a liaison between the Director/ AC, commissary vendor, Department staff, and external stakeholders to facilitate effective communication and issue resolution.
  • Coordinate meetings, maintain calendars, prepare agendas, and recorded meeting notes and action items.
  • Manage incoming and outgoing correspondence, including emails, reports, memoranda, and other official communications.
  • Assist in monitoring vendor performance and ensuring compliance with contractual obligations and Department requirements.
  • Support the preparation, review, and submission of contract-related documents, performance evaluations, and vendor reports.
  • Maintain and updated commissary policies, procedures, and operational documentation.
  • Track commissary data, inventory reports, pricing updates, delivery schedules, and other operational metrics.
  • Assist in analyzing commissary trends and compiling information for management reports and presentations.
  • Coordinate the exchange of information related to incarcerated individuals' security classifications and commissary restrictions.
  • Assist in resolving delivery issues, service concerns, and operational challenges involving commissary vendors and facility staff.
  • Monitor and tracked commissary-related initiatives, including the distribution of approved medical and incentive items.
  • Respond to inquiries and assisted with the investigation and resolution of commissary grievances submitted by incarcerated individuals, staff, and members of the public.
  • Review invoices, supporting documentation, and payment records for accuracy before submission for approval.
  • Coordinate with Information Technology teams and vendors to support system integration and operational functionality.
  • Maintain confidential records, databases, and filing systems in accordance with Department policies and procedures.
  • Prepare reports, spreadsheets, and presentations to support executive decision-making and operational planning.

Minimum Qualifications

A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or

A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or…
