Position Overview: The Assistant Vice President (AVP), Compliance is a key member of the Opportunity M/W/DBE team, responsible for advancing M/W/DBE participation and supporting compliance across NYCEDC projects and initiatives. The AVP manages assigned portfolios, including projects and transactions led by the Strategic Investments Group, Real Estate Transactions, and Asset Portfolio Management teams, with a focus on expanding opportunities for M/W/DBE businesses and ensuring compliance with applicable program requirements.

The AVP partners with internal teams and external stakeholders to establish and monitor M/W/DBE goals, assess participation and compliance, identify and address barriers, and develop strategies to improve program outcomes. The role also supports M/W/DBE outreach and capacity-building efforts and contributes to strategic initiatives through data analysis, reporting, research, and process improvement.

Essential Duties and Responsibilities:

  • Serve as the Opportunity MWBE lead for assigned Strategic Investments Group (SIG), Real Estate Transactions (RETS), Asset Portfolio Management, and Compliance portfolios, advancing MWBE participation, driving compliance outcomes, mitigating risk, and identifying opportunities for continuous improvement.
  • Manage MWBE procurement, contracting, and compliance activities across assigned portfolios, including goal setting, scope review, transaction and contract requirements, small-purchase reviews, procurement approvals, vendor technical assistance, utilization monitoring, and performance reporting.
  • Serve as the primary liaison to internal business units, and lead coordination with internal and external stakeholders to advance MWBE objectives, address compliance requirements, and achieve project milestones and outcomes.
  • Identify barriers to MWBE participation and develop targeted strategies, policies, and operational improvements to expand access to contracting, procurement, and development opportunities.
  • Lead negotiations and facilitate partnerships with developers, contractors, public agencies, industry organizations, and other stakeholders to advance MWBE goals and project outcomes.
  • Lead MWBE performance analytics and measurement efforts, including establishing and monitoring portfolio-level metrics, analyzing participation and compliance data, identifying trends and risks, supporting forecasting and data quality, developing analytical tools and reporting frameworks, evaluating program effectiveness, and providing data-driven recommendations to inform leadership decision-making.
  • Develop complex quantitative analyses, executive briefings, reports, dashboards, and strategic recommendations to support organizational decision-making, performance management, policy initiatives, and regulatory reporting requirements, including quarterly reporting, Comp Stat, LL109 submissions, and other executive reporting needs.
  • Advance MWBE outreach, supplier engagement, and capacity-building efforts to expand access to procurement and development opportunities.
  • Manage relationships with developers, contractors, consultants, government agencies, and community and industry stakeholders to strengthen collaboration and increase MWBE participation.
  • Lead improvements to MWBE programs, processes, and data governance, including the development of policies, procedures, operational guidance, compliance resources, reporting standards, and operational manuals.
  • Identify opportunities to improve, scale, and institutionalize MWBE programs, processes, and participation strategies to increase impact, efficiency, and long-term effectiveness.
  • Conduct research and support strategic initiatives related to MWBE participation in real estate transactions, strategic investments, disparity studies, economic mobility initiatives, and other emerging policy priorities.
