The Interagency Agreement Coordinator supports the Hudson Tunnel Project by managing, coordinating, and tracking agreements with public agencies, private utilities, and other third parties whose assets, operations, or interests are impacted by the project. This role is critical to ensuring timely execution of interagency agreements and third-party agreements (TPAs) to maintain project schedule, regulatory compliance, and stakeholder alignment. The coordinator serves as a key liaison between project teams, legal counsel, partner agencies, and third-party stakeholders, facilitating agreement development from initiation through execution and closeout.

• Coordinate the development, negotiation, execution, and administration of interagency agreements with federal, state, and local agencies (e.g., FRA, Amtrak, NJ Transit, Port Authority, state DOTs).
• Maintain a comprehensive agreements register, tracking status, milestones, approvals, and deliverables.
• Collaborate with legal, procurement, environmental, and engineering teams to define agreement scopes, roles, cost responsibilities, and schedules.
• Ensure agreements align with funding requirements, regulatory approvals, and grant conditions.
• Monitor compliance with executed agreements, including reporting obligations, deliverables, and deadlines.
• Identify and manage agreements with third parties affected by construction, including utilities, railroads, municipalities, property owners, and adjacent developers.
• Support the preparation of scopes of work, cost estimates, and technical exhibits necessary for TPA development, as requested.
• Coordinate relocation, protection, or modification agreements for utilities and infrastructure impacted by project construction.
• Track third-party review cycles and approvals to ensure timely execution and prevent construction delays.
• Assist in resolving conflicts or disputes related to third-party impacts, schedule constraints, or cost responsibilities.
• Serve as a primary point of contact for agency partners and third-party stakeholders regarding agreements.
• Identify potential issues, knowing when to escalate matters and to which impacted parties
• Facilitate meetings, workshops, and coordination sessions to advance agreement discussions and resolve outstanding issues.
• Prepare briefing materials, status reports, and executive summaries for project leadership.
• Ensure clear communication of agreement requirements across internal teams.
• Maintain organized records of all agreements, correspondence, revisions, and approvals in project document management systems.
• Support audits and compliance reviews related to funding agreements and third-party coordination.
• Ensure adherence to project governance processes, procurement policies, and legal standards.
• Integrate agreement milestones into the overall project schedule and monitor critical path impacts.
• Identify risks related to delayed agreements or third-party coordination and proactively develop mitigation strategies.
