Job Description
The Construction Safety Representative (CSR) – Tunneling is responsible for overseeing, implementing, and enforcing safety programs on complex underground and tunneling construction projects. This role requires deep, hands‑on experience in tunnel construction environments and a strong understanding of OSHA, state, and project-specific safety requirements. The CSR will work closely with field leadership, superintendents, safety managers, and owner representatives to ensure a zero‑incident culture on site.
Key Responsibilities- Serve as the on‑site safety authority for tunneling and underground construction activities
- Enforce project safety plans, site‑specific safety programs, and regulatory compliance
- Conduct daily field safety inspections, audits, and Job Hazard Analyses (JHAs)
- Monitor and enforce safety compliance for:
- TBM operations
- SEM/NATM tunneling
- Shaft construction
- Drill & blast (if applicable)
- Ground support installation
- Confined space operations
- Lead toolbox talks, safety briefings, and worker orientations
- Identify unsafe conditions and behaviors; stop work when necessary
- Investigate incidents, near misses, and safety observations; prepare reports and corrective actions
- Coordinate with construction teams to integrate safety into work planning and sequencing
- Maintain accurate safety documentation, logs, permits, and inspection records
- Support regulatory inspections and interface with OSHA, NJDOL, NYDOL, and other agencies as required
- Minimum 10 years of construction safety experience, with a strong emphasis on tunneling and underground construction
- Proven experience on heavy civil tunnel projects (transportation, water, wastewater, or utility tunnels)
- Extensive knowledge of:
- OSHA standards (federal, NJ, NY)
- Confined space safety
- Underground ventilation
- Ground control and support systems
- Emergency response and rescue procedures
- Demonstrated ability to work effectively in active tunnel environments
- Strong communication and leadership skills with craft labor and management
- Ability to work rotating shifts, nights, weekends, and extended hours as required
- OSHA 30 (OSHA 40 or OSHA 510/500 preferred)
- MSHA (if applicable)
- First Aid / CPR / AED
- Confined Space Entry & Rescue
- Incident Investigation / Root Cause Analysis
- CSP, CHST, or equivalent safety certification (preferred, not required)
Work Environment Requirements
- Ability to work in underground, confined, and physically demanding environments
- Comfortable working in shafts, tunnels, and active construction zones
- Ability to wear required PPE and navigate uneven terrain
This is a critical safety leadership role on high‑profile tunneling projects in the NJ/NY region. The successful candidate will play a key role in protecting workers, maintaining compliance, and supporting safe, efficient project execution in some of the most challenging construction environments.
