Arcadis is seeking a motivated Estimator/Cost Estimator to support one of the most iconic and consequential infrastructure initiatives in the United States—the Gateway Hudson Tunnel Project (HTP). This role is crucial for ensuring the quality and compliance of construction activities related to heavy civil engineering, including large shafts, excavation, and tunneling. The ideal candidate will have hands‑on experience in similar projects and a keen eye for detail.

We are working in partnership with Parsons and Mace as part of the MPA Delivery Partner team
, selected by the Gateway Development Commission to deliver this transformative project. The HTP is a critical component of the broader Gateway Program—one of the most ambitious and impactful transportation initiatives in the nation—designed to strengthen mobility, enhance resiliency, and ensure the long‑term reliability of the Northeast Corridor.

The project encompasses the construction of a new, two‑track rail tunnel beneath the Hudson River, along with the full rehabilitation of the existing 113‑year‑old North River Tunnel. This vital infrastructure supports more than 200,000 daily passengers via Amtrak and NJ TRANSIT and serves as a backbone for economic activity and connectivity between New York and New Jersey.

Role Accountabilities
  • Analyze project drawings, specifications, and other documentation to identify scope, quantities, and specifications for tunnel construction activities.
  • Conduct quantity take‑offs, material pricing, labor cost estimation, and subcontractor quote analysis to develop comprehensive and accurate cost estimates.
  • Collaborate with project managers, engineers, and procurement teams to understand project requirements, technical aspects, and scheduling constraints that may impact cost estimates.
  • Update and maintain a cost tracking system to monitor project expenditures, track budget deviations, and identify cost‑saving opportunities.
  • Participate in value engineering exercises, risk assessments, and cost‑saving initiatives to optimize project costs without compromising quality or safety standards.
  • Keep abreast of industry trends, market conditions, and pricing fluctuations to ensure cost estimates are current, accurate, and competitive.
Required Qualifications
  • Bachelor’s degree in Civil Engineering, Construction Management, Quantity Surveying, or related field.
  • Minimum of 8 years experience as an estimator, cost estimator, or quantity surveyor in tunnel construction or infrastructure projects.
  • Proficiency in cost estimating software, construction cost databases, and MS Excel for detailed analysis and reporting.

Salary Range

The salary range for this position is $120,000 – $160,000. Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
