Position OverviewThe Construction Manager (CM) provides full‑time onsite construction management support for the EHRM Infrastructure Upgrades – Montrose NY project at the Hudson Valley Health Care System FDR Veterans Affairs Medical Center, 2094 Albany Post Road, Montrose, NY 10548.
The CM supports the COR by monitoring field progress, coordinating submittals and RFIs, tracking schedules and long‑lead items, supporting inspections and commissioning, maintaining project records, and documenting compliance with VA standards, project specifications, and contract requirements.
The CM provides contractor support only and will not perform inherently governmental functions, accept or reject work, authorize changes, approve RFIs or submittals, supervise Government personnel, or direct construction means and methods.
Key ResponsibilitiesConstruction Oversight
- Perform routine onsite inspections as construction proceeds and prepare daily inspection reports
- Identify work that does not conform to contract documents and notify the COR for determination and direction
- Track defects, omissions, corrective actions, and safety or environmental issues requiring correction
- Monitor compliance with OSHA requirements, VA policies, and applicable healthcare facility standards
- Track required tests and inspections and coordinate with independent testing agencies/laboratories, as applicable
Submittal & RFI Management
- Support establishment and maintenance of the submittal review process, submittal register, and timely stakeholder reviews
- Review submittals for consistency with specifications, VA standards, codes, and Montrose VAMC requirements
- Track long‑lead items and document schedule impacts for communication to the COR
- Coordinate RFIs and responses without assuming final Government approval authority
- Maintain electronic correspondence, filing, and project records in VA‑required construction management systems
Schedule & Cost Monitoring
- Monitor construction schedules against the approved baseline and current progress; identify slippages and recommend corrective actions to the COR
- Track milestones, phasing requirements, workflow, material deliveries, inspection dates, and testing dates
- Support change documentation, cost proposal review, issue tracking, and claims/dispute support when requested
- Compare work completed against payment applications and provide observations to support COR review
- Assist with cost estimate reviews and notify the COR when observed cost, schedule, or scope issues may affect project performance
Commissioning & Closeout
- Support the Commissioning Agent and General Contractor during commissioning activities
- Maintain marked‑up plans and verify that as‑built records and contractor redlines reflect field changes
- Review O&M data, closeout submittals, turnover information, and related construction closeout documentation
- Support field investigations, surveys, relocation coordination, owner‑furnished equipment coordination, and other VA‑directed construction support
Required Deliverables
- Daily inspection reports documenting work area, phase, observed tasks, percent complete, defects, corrective actions, and safety/environmental issues
- Weekly summaries and meeting documentation, including agenda support, minutes, action items, and follow‑up on Government actions
- Submittal review documentation with recommendations, justifications, and progress schedule annotations
- Schedule reviews identifying activity relationships, updates, delays, missing activities, and illogical sequencing
- Defect and omission lists, observation reports, modification narratives, sketches, and drawings as required
