MTA Construction & Development (C&D) is responsible for the planning, development, and execution of all capital construction projects across the MTA region. Through centralized oversight and management of the MTA’s $64 billion Capital Program, C&D ensures the efficient delivery of critical infrastructure projects that support the region’s vast transportation network. As part of the Metropolitan Transportation Authority, the largest transportation network in North America, C&D plays a key role in modernizing and expanding services that support 15.3 million residents across New York City, Long Island, southeastern New York State, and Connecticut.
C&D is committed to delivering safe, innovative, and cost-effective capital projects that enhance the customer experience and strengthen the reliability and resilience of the MTA system.
This position is eligible for telework, which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
Job SummaryThe Director, Construction Diversity Programs and Contract Compliance Management for MTA Construction and Development (MTAC&D), Diversity Compliance Team will be responsible for the compliance and diversity inclusion business initiatives for the MTA Capital Program Plan that includes $68.4 billion dollar projects and pre-existing capital projects. The current portfolio of contracts consists of all Capital Projects from Bridges and Tunnels (TBTA), Long Island Railroad, Metro-North Railroad, New York City Transit and the former legacy Capital Construction Mega Expansion Projects.
The person in this role will be charged with providing leadership, guidance, and responsible for promoting minorities, women, and veteran owned businesses diversity and inclusion in the MTA Capital Program managed procurements and contracts. The Diversity Team’s contract management includes a portfolio of 700 plus consolidated contracts and over 500 Projects, which includes East Side Access, LIRR 3rd Track, Penn Station Access, Penn Station Train Hall Renovation, Second Avenue Subway, and Stations.
The Director, Construction Diversity Programs and Contract Compliance Management will be responsible for ensuring MTAC&D procurement's compliance with adherence to contract terms and conditions, project execution by managing the Agency Contractor Evaluation (ACE) System as well as monitor and stay current with Federal Disadvantaged Business Enterprise (DBE) requirements, New York State Minority and Woman Business Enterprise (M/WBE), Service-Disabled Veteran Owned Businesses (SDVOB), Small Business Enterprise (SBE) procurement regulations to ensure compliance.
The incumbent will work closely with the MTAC&D Diversity Compliance Team, Contracts, Delivery Project CEO's, Project Managers, Owner Agencies, and the MTA Department of Diversity and Civil Rights (DDCR) with the development and implementation of the contractor, consultant, construction and supplier diversity strategic plans, initiatives and compliance reporting. The role is uniquely responsible for and shall incorporate effective diversity and inclusion practices into daily operations, culture, practices, processes and procedures with MTAC&D;
and serve as a Champion at outreach events, forums, and other contracting vehicles to ensure MTAC&D continues to provide procurement and contract inclusion for diverse contractors, consultants and suppliers within the construction environment.
