nycha’s asset & capital management (a&cm) division leads the authority’s capital, sustainability and resiliency programs that comprise a $5 billion capital projects portfolio - one of the largest in ny state - as well as a range of activities related to property modernization and strategic asset management. A&cm aims to preserve and modernize nycha buildings and apartments through strategic portfolio planning, comprehensive design standards, innovative financing and project delivery models, strong partnership with nycha residents and other stakeholders, and effective program and project management of capital investments.

The division also positions nycha’s housing portfolio for the future by piloting and scaling up sustainability and resiliency technologies and practices, improving residents’ quality of life while enhancing building performance.

capital programs is responsible for end-to-end management of over 500 active modernization projects across the authority's properties throughout the city. These investments are necessary to ensure effective building performance and good living conditions for residents, and include modernization of building systems, interiors and exteriors, apartments, and grounds. Current programs focus on heating systems, elevators, roofs, brick facades, cctv and layered access controls, entryways, flood protection and resiliency, community centers, lighting and playgrounds.

Projects utilize a range of delivery methods and procurement approaches, with budgets ranging from $100,000 to up to $100 million per project.

the a&cm division’s capital programs department is seeking to hire a construction field inspector. Reporting to the construction field supervisor and working in coordination with project teams, construction field inspector performs construction inspection work. The selected candidate will monitor contractors/vendors carrying out new construction, rehabilitation, repairs, alterations and/or structural maintenance work.

responsibilities
  • review and/or inspect contractors' work and contract administration for compliance with plans and contract specifications, prevailing wage requirements, site safety requirements, insurance requirements and ensure contractors acquisition of required permits and approvals.
  • review and recommend action with regard to general contractor’s proposed schedule to ensure appropriate sequencing of construction activities, expedite the work and minimize interference with the building’s functioning.
  • evaluate performance of contractors in accordance with capital projects protocols and procedures; report discrepancies and/or unsatisfactory performance.
  • when appropriate, issue field memoranda to contractors to enforce contract compliance issues; may order contractors to stop work due to site conditions or non-compliance with contracts; make recommendations regarding necessity for liquidated damages and other contract enforcement mechanisms, including default.
  • conduct pre-construction, progress and exit meetings.
  • interact with resident leaders and property management staff on job-related issues, as needed.
  • review and approve contractor payment requisitions for construction field supervisor action.
  • maintain accurate, complete and current project records and update project management system accordingly.
  • ensure formulation of punch lists and contractors’ completion of punch list items.
  • review and recommend action on contractor requests for time extensions.
