Construction Manager Position Overview
The Construction Manager (CM) will provide full-time onsite construction management support for VA's EHRM Infrastructure Upgrades project at the Bath Veterans Affairs Medical Center (Bath VAMC), located at 76 Veterans Ave, Bath, NY 14810. This is a strong opportunity for an experienced construction professional who enjoys working in an occupied federal healthcare environment, supporting quality and safety outcomes, and preparing clear field documentation for COR review.
The CM serves in a contractor support role under COR coordination. This role focuses on field observation, documentation, and practical recommendations while preserving Government decision-making authority for acceptance, rejection, direction, approvals, and contract changes.
Construction Manager Key Responsibilities
Field Coordination & Construction Oversight
- Work onsite at Bath VAMC in close coordination with the COR, VA stakeholders, A/E representatives, the General Contractor, testing agencies, and project team members
- Observe and document whether construction activities appear consistent with contract documents, approved schedules, safety requirements, and VA standards
- Conduct routine field observations, document progress, identify issues, and recommend follow-up actions for COR consideration
- Support progress meetings, field coordination discussions, issue-resolution efforts, and action item follow-up
Quality, Safety & Deficiency Tracking
- Conduct daily field inspections and prepare clear inspection documentation identifying area of work, phase of project, work observed, percent complete, quality issues, safety observations, and tasks completed
- Track observed defects, omissions, nonconforming work, and corrective actions through closure in coordination with the COR and construction contractor
- Monitor construction contractor compliance with current safety regulations, labor standards, environmental requirements, and project-specific quality requirements
- Support QA, testing, inspection, commissioning, and issue-tracking processes using photo documentation and VA-required reporting tools
- Share timely field data and practical recommendations with the COR and Safety Officer to support correction of safety, quality, and environmental issues
Schedule, Submittal & Cost Support
- Monitor construction progress against the approved schedule and help identify delays, slippages, and practical schedule recommendations
- Support review of submittals, RFIs, progress schedules, closeout materials, O&M data, and other construction administration documents as directed by the COR
- Assist with General Contractor pay application reviews by comparing work billed against work observed and completed in place
- Support change order documentation, cost estimate reviews, schedule impact analysis, and claims/dispute support when requested
Document Control & Reporting
- Maintain daily logs, inspection reports, deficiency lists, field notes, photo documentation, and construction administration records as directed by the COR
- Prepare weekly summaries of daily inspections, identifying work areas, project phase, tasks observed, schedule relationship, percent complete, quality issues, and safety concerns
- Use Autodesk Build/Autodesk Construction Cloud as the official project communication and collaboration platform for required project records, correspondence, photos, reports, and action items
- Maintain marked-up project plans, specifications, closeout materials, O&M documentation, and as-built information for Government review and final turnover
