Health & Safety Specialist – Risk Management, Bernalillo County, New Mexico

The Health & Safety Specialist develops, evaluates, and implements safety and health programs, conducts inspections, investigations, and training, and provides recommendations to reduce liability and exposure risks to the County.

• Develop, implement, monitor, and evaluate safety and health programs, including safety inspections, accident and near-miss investigations, and defensive driving courses.
• Conduct root cause analysis, policy and operational analysis, emergency safety planning, and disaster planning for correctional institutions.
• Prepare and maintain a Countywide Safety Plan and safety standards in accordance with federal, OSHA, and State regulations.
• Perform monthly fire and life safety inspections and follow up on corrective actions.
• Perform and document safe work observations and oversee chemical procurement, storage, and spill response plans.
• Identify and recommend remedial actions to reduce occupational health and safety hazards in facilities, kitchens, work sites, vehicles, tools, and equipment.
• Coordinate and deliver safety training for inmates, staff, and contractors, including OSHA education programs.
• Research safety issues, law‑enforcement liability, and workers’ compensation matters and recommend corrective actions.
• Participate in risk analysis, cost‑benefit analysis, and work hazard control techniques.
• Conduct monthly safety meetings and present analyses of occupational injury trends.
• Supervise staff, assign tasks, manage time, and assess performance.
• Provide Powered Industrial Truck training, maintain the PIT program, and ensure OSHA poster compliance and record‑keeping.

• Bachelor’s degree in Safety Management, Occupational Health, Industrial Hygiene, or related field.
• Eight (8) years of experience in occupational safety, regulatory compliance, risk management, loss prevention, or workers’ compensation.
• OSHA 500 or 501 certification obtained within nine (9) months of hire.
• Valid New Mexico driver’s license and ability to operate County vehicles.
• Strong analytical, communication, and supervisory skills.

• Successful completion of a post‑offer employment medical exam and background investigation.
• Completion of all FEMA training assignments and 80 hours of OSHA Outreach Training Institute classes.
• Adherence to all County safety guidelines and state regulations.

• Work performed indoors and outdoors, including correctional institutions, construction sites, and industrial settings.
• Routine standing, walking, climbing ladders, entering confined spaces, and occasional lifting up to 50 pounds.
• Use of personal protective equipment and safety gear as required.
• May require use of County vehicles.
