Job Summary

Amtrak is transforming New York Penn Station through a multibillion‑dollar public‑private partnership. Senior Construction Specialists support, oversee, and manage construction projects from conception to completion, working closely with program and project managers, production managers, division leadership, engineers, architects, contractors, subcontractors, and third parties to ensure projects meet scope, schedule, cost, quality, and safety requirements in accordance with contractual obligations.

Essential Functions
  • Support capital construction efforts by providing technical support to contractors and force account personnel, ensuring project scope, schedule, cost, quality, and safety requirements are met.
  • Collaborate with the Capital Construction Manager and Senior Engineers to ensure projects are executed in accordance with agreed‑upon scope, costs, and schedule.
  • Evaluate, select, and apply standard construction engineering techniques, procedures, and criteria, exercising engineering judgment in decision making.
  • Communicate effectively with management, coworkers, clients, vendors, contractors, and visitors.
  • Review potential change requests from the field, prepare change notices, and submit them to the Program Manager when appropriate.
  • Lead coordination of Site Specific Safety Work Plans with contractors and Amtrak personnel.
  • Coordinate track and electrical teardown outages, preparing outage plans.
  • Interface with Amtrak leadership for resource planning.
  • Conduct project site visits to assess feasibility, scope requirements, and potential challenges.
  • Coordinate contractor work, including engineers, technicians, and other personnel on specific project activities.
  • Monitor and report production metrics to meet project goals.
  • Maintain knowledge of applicable codes and standards for each project.
  • Participate in coordinating completion of construction activities.
  • Provide weekly construction reports and formal monthly project status reports to the Program Manager.
  • Prepare and revise technical work procedures consistent with design and construction requirements.
  • Analyze and recommend solutions to complex problems following CAPD, Amtrak, and project guidelines.
  • Organize and prioritize multiple projects and tasks, setting priorities and meeting deadlines.
  • Attend progress meetings and report on project status.
  • Perform other duties as assigned.
Knowledge, Skills, and Abilities
  • Apply knowledge of applicable local, state/province, and federal/national statutes and guidelines.
  • Manage multiple priorities under tight constraints.
  • Coordinate efforts with other technical disciplines and understand scheduling, budgeting, and estimating.
  • Exercise strategic and tactical planning skills for complex project work.
  • Demonstrate strong leadership, communication, motivation, and team building abilities.
  • Maintain a strong focus on safety.
  • Use PC‑based word processing, spreadsheet, and presentation software effectively.
  • Exhibit excellent written and verbal communication skills.
  • Work effectively with internal and external stakeholders.
  • Meet attendance and punctuality expectations.
  • Hold a valid driver’s license.
Minimum Qualifications
  • Bachelor’s Degree required, or equivalent combination of training, education, and relevant experience may be considered.
  • Three years of relevant experience required.
Preferred Qualifications
  • Bachelor’s degree in Construction Management or related field preferred.
  • Six years of relevant experience preferred.
  • Certification in Construction Management (CCM) or Project Management Professional (PMP) preferred.
  • Demonstrated construction experience.
  • Office location: 1 Penn in NYC; availability for office days and project nights or weekends as needed.
Compensation

The salary range is $78,600.00 – $, with potential for geo‑pay differential, incentive bonus, and other pay programs based on education, experience, certifications, and performance.
