Overview
The Chief Construction Inspector (CCI) is a first-line supervisory position within Public Improvement Construction responsible for supervising and overseeing Inspectors and Construction Representatives assigned to public improvement projects. The CCI serves as the primary field interface with company organizations, municipal agency representatives, and contractors; supports constructability reviews and project turnover; reviews project scope, field conditions, documentation, invoices, and payment support; monitors safety, training, schedules, expenditures, accruals, appropriations, and RAP funding;
and ensures that work affecting company facilities is properly documented, supported, protected, and constructed in accordance with applicable layouts, specifications, procedures, and regulatory requirements. This position requires field leadership, sound judgment, timely communication, and the ability to coordinate multiple priorities across internal and external stakeholders.

This position does not provide employment pursuant to the terms of a STEM OPT Training Plan.
Core Responsibilities
- Supervise and oversee the work of Public Improvement Inspectors and Construction Representatives assigned to municipal and agency construction projects.
- Serve as the primary interface between the Public Improvement field organization, company field organizations, agency representatives, municipal contractors, and other project stakeholders.
- Attend and collaborate with Public Improvement Engineering during constructability reviews; provide field-based input on feasibility, potential conflicts, community impacts, design refinements, and accommodation decisions.
- Review project packages, engineering layouts, proposed work areas, and field conditions to identify scope gaps, interferences, conflicts, constructability concerns, and impacts to company facilities and the surrounding community.
- Review and approve eFARs submitted by Inspectors and Construction Representatives by the required deadline, and verify that all field documentation is accurate, complete, and sufficient.
- Review and verify Daily Activity Reports, Field Activity Reports, applications, mileage reports, cut dimensions, gas cost sharing documentation, photographs, sketches, measurements, selected work items, and quantities for work performed.
- Review and verify contractor invoices, required backup documentation, payment support, and invoice discrepancies; ensure appropriate documentation is available to justify payment or non-payment.
- Ensure contractor invoices are entered and processed in MAXIMO and the Public Improvement Invoice Tracking System, required fields are completed correctly, and information requests or discrepancies are addressed timely.
- Discuss and document changes to field data forms; ensure inspector concurrence where required and record applicable changes in the deviation section of the eFAR.
- Ensure work is constructed in accordance with applicable design documents, layouts, drawings, and specifications, and ensure changes or alterations are supported by field data, evidence, and accurate as-constructed documentation where applicable. Review and audit Inspector applications, mileage reports, time entry, and other administrative submissions; review and approve time entry for assigned Inspectors and Construction Representatives. Perform other related tasks and assignments as required.
Required Education/Experience
- Bachelor's Degree and 2 years of full-time business/field construction experience or
- Associate's Degree and 4 years of full-time business/field construction experience or
- High School Diploma/GED and 5 years of full-time business/field construction experience.
- Bachelor's Degree in Engineering or Architecture and 2 years of busines full-time/field construction experience.
