Special Project Manager

We are working with a well-established mechanical and civil contractor based in Brooklyn, NY, with four decades of experience delivering critical infrastructure work across New York City. The company holds a multi-year Job Order Contracting (JOC) program with the NYC Department of Environmental Protection (DEP), managing a steady portfolio of task-order projects across the city's wastewater and water infrastructure system. As that book of business has grown, they are building out a dedicated Special Projects / Small Projects division and are looking for a Special Projects Manager to help run it.

• Own the full lifecycle of individual job orders under the company's DEP Job Order Contracting program, from scope meeting through proposal, Notice to Proceed, execution, billing, and closeout
• Attend on-site scope meetings with the construction manager, owner's engineer, and general foreman to define the scope of work for each job order
• Translate scope of work into unit-price proposals using Gordian and RSMeans-based line items, and issue proposals to the owner
• Manage a rotating portfolio of roughly 10 job orders per year, ranging from $500,000 to $5 million each
• Coordinate with the general foreman on field execution while owning invoicing, change orders, and billing tied back to the Gordian bid estimate
• Track mechanical and civil scope across multiple concurrent, geographically dispersed projects, accounting for material lead times and schedule dependencies
• Own gross margin and profitability across the division's active job order book
• Support the DEP contract through both steady-state and surge periods, including extended task-order volume when awarded
• Help shape process and structure for the Special Projects / Small Projects division as it grows

• Experience with Job Order Contracting (JOC) or similar unit-price task order contracts, ideally with NYC DEP or another public agency
• Familiarity with Gordian and RSMeans-based unit price estimating
• Background spanning both proposal/estimating work and hands-on project execution; this role owns both rather than splitting them across two people
• Mechanical trade experience required; civil work experience a plus
• Comfort managing a high volume of concurrent smaller projects (roughly $500,000 to $5 million each) rather than a single large project
• Experience running scope meetings with construction managers, owners' engineers, and field foremen
• Strong billing and invoicing discipline, tied directly to bid estimate documentation
• Ability to manage the full process from Notice to Proceed through closeout across many job orders at once
• Bachelor's degree in Construction Management, Engineering, or a related field preferred, or equivalent experience

• Salary range of $90,000 - $110,000 based on experience
