You’ll Be Responsible For
- Reviewing and validating detailed estimates prepared by contractors, consultants, designers, and project teams.
- Assessing quantities, labor productivity, equipment utilization, indirect costs, escalation, contingency, and risk allowances.
- Evaluating estimate methodologies, assumptions, and basis-of-estimate documentation.
- Identifying omissions, duplications, inconsistencies, and estimating risks.
- Performing independent cost analyses and benchmark comparisons.
- Developing Independent cost estimates (ICEs) to support procurement, negotiations, and change management activities.
- Ensuring compliance with organizational estimating standards, policies, procedures, and governance requirements.
- Providing expert guidance regarding estimate accuracy, completeness, and cost reasonableness.
- Reviewing and evaluating contractor change order proposals and claims.
- Analyzing labor, material, equipment, subcontractor, overhead, profit, escalation, and schedule-related costs.
- Assessing pricing associated with scope changes, differing site conditions, design revisions, delays, disruptions, inefficiencies, and acceleration.
- Developing independent cost positions to support commercial negotiations.
- Supporting contract administration and dispute resolution activities.
- Providing recommendations regarding fair and reasonable pricing.
- Assisting in the development and continuous improvement of change management processes and controls. Construction Phase Cost Support.
- Evaluating contractor means and methods and associated cost impacts.
- Reviewing productivity assumptions and actual construction performance.
- Analyzing cost implications of construction sequencing, phasing, access restrictions, and schedule changes.
- Supporting project teams in resolving commercial and cost-related issues during project delivery.
- Assessing construction trends and emerging cost risks.
- Supporting contingency management, forecasting, and cost reporting activities.
- Providing independent cost advice throughout construction execution.
- Supporting project risk assessments and cost risk analyses.
- Evaluating estimate confidence levels and uncertainty.
- Analyzing labor markets, material pricing trends, procurement risks, and market conditions.
- Providing input into contingency development and management reserve assessments.
- Supporting program forecasting and trend analyses.
- Assisting in the development of cost management strategies and recommendations.
- Collaborating closely with Project Controls, Construction Management, Commercial Management, Engineering, Risk Management, Procurement, Quality, and Program Management teams.
- Presenting estimate review findings and recommendations to project and executive leadership.
- Facilitating estimate review workshops, risk workshops, and commercial reviews.
- Developing and maintaining productive relationships with contractors, consultants, and stakeholders.
- Bachelor’s degree in engineering, Construction Management, Quantity Surveying, Economics, Finance, or a related discipline. Master s degree preferred.
- Professional certifications preferred, such as: CCP (Certified Cost Professional), CEP (Certified Estimating Professional), PSP (Planning and Scheduling Professional), DRMP (Decision and Risk Management Professional), CCM (Certified Construction Manager), PMP (Project Management Professional), PE (Professional Engineer), MRICS/FRICS, CPC (Certified Professional Constructor)
