The New York City Department of Health and Mental Hygiene (DOHMH), a recognized leader and innovator in public health and mental hygiene services, seeks a professional and dynamic Construction Project Manager Level 2 to serve within the Bureau of Facilities Planning & Administrative Services
- Office of Facilities Planning and Space Management (FPSM). The Bureau of Facilities Planning and Administrative Services – FPAS:
Provides critical and comprehensive support to the Division in the areas of fiscal and personnel administration, contract administration, facilities planning and space management, customer service, Travel Desk services, materials management and fleet management. The Office of Facilities Planning and Space Management (FPSM) which is within FPAS provides architectural and MEPFP planning, design, and construction oversight to support an effective and efficient delivery of public health services within DOHMH owned and leased facilities.

DUTIES

WILL INCLUDE BUT NOT BE LIMITED TO
  • Under general supervision, provide General Construction and MEPFP engineering review, support & expertise for projects assigned by DOHMH management.
  • Perform construction Project Management and oversee General Construction and MEPFP Engineering related repairs, renovations, construction, inspections necessary for new construction, rehabilitating, renovating, and maintaining DOHMH owned Animal Care Centers along with DOHMH owned and leased buildings.
  • Inspect buildings, structures and grounds at regular intervals to ascertain rehabilitation/maintenance needs regarding construction, equipment and materials.
  • Utilize the following service contracts: HVAC, Boiler, Plumbing, Building Systems Controls, Mechanical Engineering Consultants, General Contractors, etc.
  • Determine the Scope of Work (SOW) required and method(s) to be utilized in contractor's work order authorization documents.
  • Read and understand construction and MEPFP blueprints and schematics.
  • Monitor, review and/or inspect contractors' day-to-day operations, work and contract administration for compliance with plans and contract specifications, prevailing wage requirements, site safety requirements, insurance requirements, and the City's vendor outreach programs; ensures contractors' acquisition of required permits and approvals.
  • Review for compliance and validity all architectural/mechanical plans and construction drawings submitted by DDC, DCAS, other NYC Agencies, A/E Consultant firms and contracted vendors.
  • Ensure construction/mechanical projects comply with contract Scope of Work (SOW), working drawings, NYC Department of Building codes and regulations.
  • Accept contractors' submissions of subcontractors for approval and ensure agency's review.
  • Evaluates performance of contractors, reporting on discrepancies and/or unsatisfactory performance.
  • When appropriate, issue field memoranda to contractors to enforce contract compliance issues; may order contractors to stop work due to site conditions or non-compliance with contracts; make recommendations regarding necessity for liquidated damages and other contract enforcement mechanisms, including default.
  • Determine the work required and method(s) to be utilized.
  • Ensure the formulation of punch lists and contractors’ completion of punch list items; monitor time expenditures and overtime; review and recommend approval of contractors’ requests for time extensions.
  • Review for approval materials used by contractor;
