Quantity Surveyor, Malta, NY - Semiconductor

We are seeking two experienced Quantity Surveyors to support a major semiconductor fab construction project in Malta, New York
.

The Quantity Surveyor will provide commercial, cost management, procurement, and contract administration support across multiple construction packages associated with a complex semiconductor manufacturing facility. This role will work closely with project management, construction, engineering, procurement, contractors, and other project stakeholders to maintain cost control, manage commercial risk, evaluate changes, and support successful project delivery.

The ideal candidate will have experience supporting large, technically complex construction programs within semiconductor, advanced manufacturing, cleanroom, pharmaceutical, life sciences, data center, battery manufacturing, or other mission critical environments.

Experience with semiconductor fab construction, clean rooms, process utilities, MEP systems, tool installation, or advanced manufacturing facilities is highly preferred.

• Provide Quantity Surveying and commercial management support for major construction packages throughout the project lifecycle.
• Manage cost planning, forecasting, budgeting, cost reporting, and cost to complete activities for assigned scopes of work.
• Review contractor proposals, estimates, quotations, and commercial submissions for accuracy, completeness, and alignment with project scope.
• Support procurement activities including bid package development, bid analysis, commercial leveling, contractor negotiations, and award recommendations.
• Administer construction contracts from award through final account and project closeout.
• Review and evaluate change orders, change requests, scope changes, contractor claims, and potential commercial impacts.
• Prepare independent cost assessments and validate contractor pricing for labor, materials, equipment, subcontractors, indirect costs, and construction support requirements.
• Identify scope gaps, commercial exposure, cost risks, and potential opportunities throughout project execution.
• Maintain accurate cost and commitment tracking and support monthly cost and value reconciliations.
• Develop and maintain forecasts for committed costs, anticipated changes, contingency usage, and final project costs.
• Support risk and opportunity management by identifying potential commercial impacts and recommending appropriate mitigation strategies.
• Review contractor payment applications and validate completed work against contractual requirements and project progress.
• Assist with contract interpretation and ensure commercial requirements are consistently applied across assigned construction packages.
• Support negotiation and resolution of commercial issues with general contractors, trade contractors, specialty contractors, equipment vendors, and other project partners.
• Coordinate closely with project controls, scheduling, procurement, engineering, construction management, and finance teams.
• Provide clear commercial reporting to project leadership and communicate significant cost trends, risks, changes, and forecast impacts.
• Support project closeout activities including final account negotiation, reconciliation of outstanding changes, and contract completion.

• Chemical distribution systems
• HVAC, make up air, exhaust, and scrubber systems
• Electrical power distribution and critical power systems
• Controls, instrumentation, and building management systems
• Fire protection and life safety systems
• Tool installation and tool hookup infrastructure
• Equipment installation support
• Cleanroom fit out and manufacturing support spaces
