Job Overview

The Campaign Finance Board is a nonpartisan, independent city agency that empowers New Yorkers to have a greater impact on their elections. Our mission is to make local democracy more open, transparent, and equitable by removing barriers to participation. We help New Yorkers vote, support candidates, run for office, and provide transparent public matching funds.

Responsibilities
  • Implement full‑cycle instructional design and program development (analyzing, designing, developing, delivering, evaluating, maintaining, and updating) for leadership and professional development, in‑person and virtually.
  • Incorporate Adult Learning theory and Instructional Design methodology into course design, development, and delivery; research and incorporate evidence‑based principles and best practices.
  • Design, develop, maintain, and update training‑related materials such as instructor guides, user guides, job aids, and project plans.
  • Conduct needs analysis to determine performance and knowledge gaps in managerial skills and behaviors; design, develop, and deliver a new training curriculum for current and future managers.
  • Collaborate with internal stakeholders—including Subject Matter Experts, EEO/DEI, high‑level staff, and People Operations—to identify new training initiatives.
  • Collaborate with People Operations to provide career mapping and information about employee career pathways.
  • Foster a safe and supportive learning environment.
  • Design and implement training evaluation strategies using Kirkpatrick’s model to assess program effectiveness and learning outcomes.
  • Analyze training evaluation data to identify trends, measure ROI, and recommend improvements to learning programs.
  • Create, conduct, and maintain a mentorship program by defining goals, objectives, and success metrics.
  • Develop comprehensive materials for mentors and mentees and establish a matching process for pairing.
  • Design and lead training sessions and workshops for mentoring pairs.
  • Monitor the progress of mentorship pairs, address issues or conflicts, and collect and analyze feedback through surveys and interviews.
  • Respond to Learning and Development inquiries in a timely, professional, and courteous manner.
  • Maintain professionalism and empathy in all employee interactions.
  • Identify trends in inquiries and make recommendations for customer‑service improvements.
Knowledge
  • Comprehension of adult learning theories and how to apply them to learning programs to create interactive, engaging, and informative learning experiences.
  • Understanding of the full scope of training development including conducting a needs analysis, instructional design, development, implementation, and evaluation.
  • Experience using the Kirkpatrick system to evaluate the effectiveness and impact of trainings and mentorship programs.
  • Knowledge of how to utilize employee feedback to improve instructional strategies, content, and delivery of training programs.
  • Knowledge of training and development principles to support employee growth and engagement.
  • Understanding of organizational development theories and practices, with the ability to apply them to learning programs.
  • Experience in creating, updating, and maintaining training records, databases, and reports.
  • Knowledge of how to research the latest industry trends to make learning programs evidence‑based.
  • Knowledge of the role of mentoring as a way to empower career development and organizational cohesion.
