RONDOUT VALLEY CENTRAL SCHOOL DISTRICT is seekinga Director of Pupil Personnel Services.
The Director of Pupil Personnel Services will foster a proactive, systems-based approach to administrative oversight and compliance while identifying emerging needs. The Director will work closely with District and building leaders to promote continuous improvement through strategic planning, collaboration, and ongoing program evaluation.
Minimum Qualifications:- New York State certification as a School District Leader (SDL) or School District Administrator (SDA)
- Master’s degree in educational leadership, special education, administration, or a related field
- New York State Education Department fingerprint clearance
- Successful experience in special education administration, supervision, or educational leadership
- Comprehensive knowledge of the Individuals with Disabilities Education Act (IDEA), Section 504, New York State special education regulations, procedural safeguards, and student discipline requirements
- Demonstrated ability to lead collaborative teams, manage complex programs, analyze data, and ensure regulatory compliance
- Strong organizational, interpersonal, written communication, and problem-solving skills
Salary:
In accordance with the Rondout Valley Administrators’ and Professionals’ Association contract.
Section 504, CSE, and CPSE
- Oversee the District’s Section 504 program, including procedures, compliance, staff training, and the monitoring of accommodations for eligible students.
- Ensure that the CSE and CPSE processes comply with federal and state laws and regulations.
- Chair CSE and CPSE meetings when needed, including complex cases or when a Special Education Coordinator is unavailable.
- Coordinate transitions between Early Intervention, CPSE, CSE, and post-secondary services.
- Ensure that all classified students have complete and appropriate individualized education programs, are placed in appropriate programs, and receive the services recommended by the CSE or CPSE.
- Ensure that the Superintendent and Board of Education are appropriately notified of actions taken by the CSE and CPSE.
- Supervise Special Education Coordinators and Pupil Personnel Services office staff.
- Work with principals to supervise special education teachers, psychologists, speech therapists, occupational therapists, physical therapists, nurses, counselors, social workers, senior crisis counselors, and teachers of the blind.
- Work with principals and the Assistant Superintendent for Curriculum and Instruction to develop, supervise, and maintain appropriate special education programs that meet the needs of District students with disabilities.
- Work with principals, staff, and the Assistant Superintendent for Curriculum and Instruction to build the capacity of administrators, Special Education Coordinators, teachers, and staff through professional development aligned with the Portrait of a Graduate and the District Strategic Plan.
- Monitor District compliance with New York State Performance Plan indicators.
- Ensure the completion of all required federal and state reports and develop corrective action plans when required.
- Work closely with the Assistant Superintendent for Curriculum and Instruction to lead continuous improvement initiatives using District data, root-cause analysis, evidence-based practices, and measurable goals to improve educational outcomes and organizational effectiveness.
- Continuously evaluate the effectiveness of District special education programs through data analysis, stakeholder feedback, compliance monitoring, and outcome measures.
- Serve as a liaison between the District, BOCES, and the New York State Education Department.
- Provide strategic and transparent fiscal leadership for special education programs in coordination with the School Business Official.
- Support responsible budget development, monitor state and federal funding sources, conduct staffing analysis, optimize Medicaid reimbursement, plan cost-effective programs, and participate in long-range financial forecasting.
