Position Summary: The Borough Director of Space Planning is responsible for developing and implementing policies and plans to optimize the use of space in New York City Public Schools (NYCPS) schools, providing the infrastructure to ensure that New York City students are ready for 21st century learning. This work will include: overseeing structural changes to schools to maximize the use of school facilities;

crafting proposals to reduce over utilization; and designing various strategies to improve the use of school space and implement the Chancellor’s priorities.

The Borough Director of Space Planning: will also serve as a high level policy advisor to the Executive Director of Space Planning on questions related to new school development, campus transformation, zoning, school choice and Charter schools, in space utilization. Performs related work.

Key Relationships: Works closely with the Deputy Chancellor for School Planning and Development, Office of Student Enrollment (OSE), Division of Family, Community and Student Empowerment, Office of Communications, Intergovernmental Affairs, Office of Space Planning, School Construction Authority, Office of the General Counsel (OGC), Teaching and Learning, the Office of New School Design, Office of Nonpublic Schools and Charter Schools, Division of Inclusive and Accessible Learning (DIAL), Division of School Leadership (DSL), other NYCPS personnel, and external vendors.

• Manages the development and review of Educational Impact Statements for all significant changes to school utilization, including the analysis of how proposed structural changes will impact school and neighborhood communities.
• Manages the Division’s relationships with Community Education Councils (CEC), district planning committees, and other key stakeholders to develop and gather feedback on proposals.
• Manages Building Councils and dispute resolutions.
• Serves as a spokesperson for the NYCPS on matters related to space planning.
• Oversees all aspects of charter school siting and implementation pursuant to the new charter amendment.
• Oversees community engagement efforts around planning initiatives.
• Collaborates with the Chief Enrollment Officer of Student Enrollment to ensure that new schools will have sufficient demand among applicants and/or neighborhood students.
• Prioritizes and defines school planning and implementation work in a meaningful and actionable manner.
• Allocates space and resources to existing high potential districts and charter schools to sustain growth and quality.
• Facilitates the process for changing school zoning lines to increase choice and address overcrowding.
• Collaborates with the OSE and the Division of Early Childhood Education to oversee all needs analyses for Pre-Kindergarten (including expansion), Gifted and Talented (G&T), and other specialized programs citywide, including working through district channels to identify schools where Pre-Kindergarten and/or G&T programs could be established.
• Oversees maintaining all accessibility data for the NYCPS; this includes reporting to the Department of Justice, responding to all concerns around accessibility, and supplying accurate information to OSE for ES/MS/HS directories and enrollment inquiries.

• A Baccalaureate degree from an accredited college or university in public administration, business administration, education administration, personnel administration, management or a related field and four years of satisfactory, responsible, full-time experience in any of the above areas or in another area of specialization applicable to the position, at least 18 months of which…
