The Opportunity

A major JV contractor has been awarded the $1.97B Phase 2 tunnelling contract for the Second Avenue Subway Extension
, one of the most technically complex and high-profile underground infrastructure programmes in North America.

We are now seeking an experienced Plant & Equipment Manager to lead the full plant/equipment function across this landmark project, supporting multi-shift tunnelling operations, shaft works, underground logistics, and a large fleet of heavy construction assets.

This is a rare opportunity to join a long-term mega project programme with strong delivery leadership, clear investment backing, and genuine growth runway across US infrastructure.

Key Responsibilities

Reporting into senior project leadership, the Plant & Equipment Manager will take ownership of all plant, fleet and equipment strategy across underground works delivery including:

  • Full responsibility for plant/equipment planning, mobilisation and utilisation strategy
  • Manage and optimise equipment availability for shaft works, tunnelling, underground support operations
  • Deliver high utilisation / uptime performance through best-practice maintenance scheduling
  • Monitor plant KPIs: availability, downtime, operating cost, reliability, lifecycle
Maintenance, Compliance & Safety
  • Implement preventive and corrective maintenance programmes across all equipment
  • Ensure full compliance with OSHA, DOT and NYC site safety requirements
  • Manage inspection schedules, statutory compliance records, permits and audits
  • Champion “zero harm” plant operations including lockout/tagout, lifting plans, operator certification
  • Manage procurement/hiring of plant: heavy equipment, underground equipment, support vehicles
  • Build and control framework agreements with plant suppliers and servicing subcontractors
  • Control inventory and parts strategy (critical spares and equipment-readiness planning)
Underground Logistics & Operational Support
  • Coordinate closely with tunnelling/underground teams on daily plant priorities
  • Ensure equipment readiness for multi-tunnel / multi-shift constraints where resources are tight
  • Provide plant and equipment solutions for high-pressure production targets
  • Lead plant supervisors, mechanics, service crews, vendors and logistics resources
  • Establish strong planning routines, reporting, shift handovers and site communication
  • Build a high-performance team culture aligned to programme success
Candidate Profile (Ideal Background)

We are seeking a proven leader with experience in heavy civil plant management ideally within tunnelling/underground environments.

  • 10+ years’ experience in Plant / Equipment / Fleet Management on major heavy civil works
  • Strong safety leadership and compliance mindset
  • Ability to manage plant performance under aggressive schedule and constrained resource environments
Preferred:
  • Experience supporting multi-package / multi-access underground work zones
  • Familiarity with major public infrastructure clients and authority interfaces
  • Strong commercial awareness (budgeting, cost control, equipment TCO, rental vs buy decisions)
