Description

The Port Authority’s airports, ports, ferries, tunnels, bridges, bus terminals and rail transportation systems are important transportation links in the region. The Traffic Engineering unit within the Engineering/Architecture Design Division serves a unique role within the Port Authority by providing engineering planning, operation and design services throughout the Agency with close coordination with external stakeholders, including Federal, State and local transportation and regulatory agencies.

The Principal Traffic Engineer – Transportation Systems Technologies reports directly to the Senior Principal handling transportation engineering technologies and systems management. This role is responsible for traffic engineering production and design delivery of transportation technologies, and their functional connection to transportation planning, operations, and management. The Principal Traffic Engineer will supervise technical staff, including Port Authority employees, on‑site/extension staff consultants, and other consultant project teams performing transportation systems technologies services and/or producing design deliverables.

Responsibilities
  • Responsible for designing and delivering transportation projects for Intelligent Transportation Systems (ITS) technologies for PANYNJ Facilities.
  • Serving as Lead Engineer to guide the Agency’s strategy for transportation technologies, including managing the agency’s systems and devices necessary for monitoring and reporting traffic conditions.
  • Strategic planning related to systems engineering, transportation technology, and device deployment at PANYNJ Facilities.
  • Updating and maintaining transportation technology policy, standards, and design guidelines.
  • Contributing to Facility Operations support that leverages transportation technology devices.
  • Coordinating with transportation agency partners for technology systems and device deployments.
  • Oversight and support enhancements of the Agency‑Wide Transportation Management Software (ATMS) to modernize and include other efficiencies such as AI user enhancements.
  • Identify and oversee initiatives that utilize technology to optimize and enhance transportation system operations.
  • Evaluation of various detection, surveillance, and electronic signage technologies for their applicability to the respective roadway networks, including development of procedures for system acceptance testing.
  • Responsible for Traffic Engineering technologies initiatives.
  • Participating in Agency committees and initiatives related to transportation technology and innovation.
  • Overall management of budget, schedule, and resources for multiple project teams, including task delegation to staff and consultants for deliverable development with overall responsibility for production and quality control, including auditing of consultant work products.
  • Supervising the development of all technical work; ensure proper coordination with all appropriate internal and external stakeholders; perform quality control review; monitor work progress, especially schedules and budgets, to meet project delivery metrics; anticipate problems and take preventive/corrective action.
  • Mentoring junior staff to ensure appropriate development of technical and management skills and knowledge. Promote team spirit, creativity and professional development.
  • Manage and proactively forecast staff workload, identify additional staffing needs, and work towards filling those needs.
  • Interfacing with other engineering groups, facility management, and line department program management.
  • Developing cost estimates, issuing RFPs, reviewing proposals, and managing consultant call‑in contracts.
Minimum Qualifications
  • Bachelors Degree in Engineering with coursework in Civil/Transportation Engineering from an accredited college or university.
  • Professional Engineer License (P.E.), preferably in New York or New Jersey.
