Summary

Senior Environmental Specialist Level 1 will support Project Management with a solid understanding of the fundamentals of acoustics, noise, and vibration, and be knowledgeable about the NYC Noise Code, Federal Transit Administration (FTA) noise and vibration guidance, and relevant environmental regulations (NEPA/SEQRA). The role involves performing noise and vibration assessments for transportation systems and construction projects, developing mitigation strategies, and supporting compliance monitoring.

This position requires strong analytical and communication skills, experience with modeling and measurement tools, and a commitment to delivering high-quality technical solutions.

Responsibilities
  • Conduct noise and vibration assessments for transportation infrastructure, construction activities, and building systems in compliance with NYC Noise Code, FTA guidelines, and environmental regulations (NEPA/SEQRA).
  • Prepare technical reports, studies, plans, and specifications related to noise and vibration impacts and mitigation strategies.
  • Perform field measurements and monitor construction noise and vibration, ensuring compliance with regulatory requirements.
  • Develop and review construction noise and vibration mitigation plans and analyze monitoring reports to ensure compliance with local regulations while minimizing impacts on surrounding communities.
  • Utilize modeling and measurement tools, including specialized software and instrumentation, to analyze acoustic, noise, and vibration conditions and propose solutions.
  • Provide acoustical design solutions, including sound isolation, room acoustics, HVAC noise control, and mechanical/system noise mitigation.
  • Collaborate with project teams, clients, and regulatory agencies to ensure adherence to noise and vibration standards.
  • Maintain up-to-date knowledge of industry standards, best practices, and emerging technologies in noise and vibration control.
  • Communicate findings clearly through written reports and verbal presentations, effectively translating technical information for non-technical stakeholders.
Education and Experience

Bachelor's Degree from an accredited college in physics, acoustics, or an engineering degree in electrical, mechanical, or acoustical engineering, or an equivalent subject.

Master's Degree preferred.

Must have a minimum of six (6) years of related experience.

Must have a minimum of two (2) years in a managerial or supervisory role and/or project manager role in a large, multi-faceted organization.

Demonstrated understanding of the fundamentals of acoustics, noise, and vibration.

Knowledge of the NYC Noise Code and the Federal Transit Administration's Noise and Vibration Impact Assessment procedures and guidance.

Experience with acoustics, noise, and vibration modeling and measurement tools, including software and instrumentation, to support analyses and develop recommendations preferred.

Experience preparing noise and vibration studies, plans, and specifications related to transportation systems and construction-generated impacts.

Experience in monitoring construction noise and vibration compliance and reviewing construction noise mitigation plans.

Experience providing acoustical solutions addressing sound isolation, room acoustics, HVAC noise, and system noise preferred.

Familiarity with NEPA/SEQRA and their implications on noise and vibration.

Strong verbal and written communication skills, including proficient use of the Microsoft Office Suite.

Engineer in Training (EIT); first part of Professional Engineer's license or Professional Engineer's (PE) license preferred.

Institute of Noise Control Engineering (INCE) Member preferred.
