Job Overview

The Flood Resilience Specialist/Analyst provides technical and operational leadership related to flood protection and mitigation measures. This role focuses on ensuring consistency of flood mitigation approaches, alignment with owner operational requirements, and successful asset turnover, commissioning, and long‑term maintainability of flood protection systems. The position bridges design‑build delivery teams, engineering and architecture staff, and on‑site operations to ensure flood protection measures are effective, durable, and usable in real‑world emergency and maintenance conditions.

This position is part of a larger team supporting flood mitigation and recovery efforts.

Key Responsibilities /Accountabilities Flood Protection Technical Guidance
  • Provide technical guidance to project teams on flood protection and mitigation strategies, with an emphasis on consistency across locations, cost‑effectiveness, ease of use, constructability, and long‑term maintenance.
  • Review and support development of specifications, design approaches, and technical requirements related to flood mitigation measures to ensure conformance with program goals and operational needs.
  • Coordinate closely with operations staff to ensure flood protection systems align with operational practices and emergency response protocols.
  • Participate in site visits to locations as needed to support coordination, issue resolution, and operational planning.
Operations Coordination and Asset Turnover
  • Support delivery teams in planning and executing asset turnover and commissioning activities for flood protection measures.
  • Ensure that warranties, guarantees, operating manuals, and maintenance documentation are properly gathered, organized, and transferred to owner.
  • Work with operations staff to address challenges related to activation, operation, and routine maintenance of flood protection systems, including readiness for emergency deployment.
Design‑Build and Construction Support
  • Coordinate with design‑build teams, program management, architecture and engineering services, and project management staff to ensure flood mitigation measures are properly integrated throughout design, construction, and closeout.
  • Support review of RFIs, submittals, and construction activities related to flood protection elements, with attention to constructability, durability, and compliance with program standards.
  • Collaborate with various client departments to support integrated delivery of flood protection measures across various projects.
Basic Qualifications
  • Bachelor's degree in engineering, architecture, construction management, facilities management, or a related technical discipline, or equivalent professional experience.
  • Minimum 12 years of relevant experience.
  • Demonstrated experience supporting flood protection, resiliency, or building systems in a dense urban environment.
  • Familiarity with design‑build project delivery and coordination across design, construction, and operations teams.
  • Experience working with public‑sector owners or large asset portfolios is strongly preferred.
Preferred Qualifications
  • Knowledge of flood mitigation systems such as deployable flood barriers, wet/dry flood proofing, mechanical and electrical system protection, and emergency response coordination.
  • Experience supporting asset turnover, commissioning, and long‑term maintenance planning.
  • Familiarity with FEMA/CDBG‑DR‑funded or disaster recovery projects is a plus.
Work Environment and Expectations

This position is expected to work in person in office at least three days per week, with site visits to project locations across NYC as applicable. The role requires close coordination with multiple internal and external stakeholders and the ability to scale support based on project phase and program needs.
