Position: Plant Utilities Engineer 2
Location: Wassaic

Responsibilities

The Plant Utilities Engineer 2 is a working supervisor responsible for the operation, maintenance, troubleshooting, repair, testing and calibration of mechanical and electrical equipment that provide heat, hot water, ventilation, air‑conditioning, electrical distribution systems, fire alarm and sprinkler systems on campus and community programs.

  • Schedules staff to insure adequate coverage on all shifts.
  • Assigns staff to maintenance and repair projects; observes and inspects work while in progress and when completed to ensure proper use of materials, workmanship, compliance with safety regulations and relevant codes, adherence to schedules, and performance according to plan.
  • Supervises other trades or private contractors as needed for both campus and community operations.
  • Manages hazardous materials (refrigerants, Freon, gas, fuel oil, solvents, antifreeze, biocides, nitrates, amines, ethanol, acids, caustic soda, regulated waste and refuse).
  • Supervises servicing and maintenance of residential heating and air‑conditioning equipment.
  • Conducts boiler, HVAC, and water system testing, analyzes results, and adds chemicals to maintain proper residuals.
  • Operates and supervises staff in high‑pressure boilers, air handling equipment, and refrigeration equipment, including startup, regulation, and troubleshooting for reliable operation.
  • Manages asbestos‑related operations and oversees asbestos removal projects by staff or contractors, ensuring compliance with code rule 56 and OSHA regulations.
  • Works in confined space situations using personal protective equipment and supervises others in confined spaces.
  • Maintains knowledge of OSHA, PESH, EPA, DEC, NYS Uniform Fire Prevention and Building Code, Labor rules, and regulations related to environmental impact and safety.
  • Supervises incident response for potential environmental or safety concerns, such as chemical spills, oil spills, and blowouts, and implements evacuation plans in emergencies.
  • Requires daily travel within the district and occasional travel within NY State for special projects assistance.
  • Receives training in asbestos‑containing materials operation and maintenance procedures.
  • Performs on‑call duties as required by the district.
  • May perform duties and responsibilities of the Plant Superintendent in their absence.

Minimum Qualifications
  • Promotion:
    One year of permanent service as a Plant Utilities Engineer 1 and must be reachable on the current Civil Service list for Plant Utilities Engineer 2.
  • Transfer:
    Candidates must have one year of permanent competitive or 55‑b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Compensation and Benefits

Starting salary for this title reflects the Mid‑Hudson adjustment. Posted Hiring Salary includes the statutory hiring rate for CSEA Grade 16 ($63,136) plus a $2,000 Mid‑Hudson adjustment. Mid‑Hudson adjustment is also added to the job rate ($76,359).
