Position Eligibility

Role OverviewTraffic Control & Engineering provides administration, engineering, and operations related to the installation, manufacturing, maintenance, and removal of traffic control devices. The assistant Deputy Borough Engineer (ADBE) reports to the Deputy Borough Engineer (DBE) and Borough Engineer, providing leadership in supervising technical staff, managing workflow and productivity, coordinating complex traffic engineering projects, and supporting the review of capital projects affecting borough operations.
ResponsibilitiesThe ADBE assists the DBE in overseeing technical staff within the Manhattan Borough Engineering Office, monitoring workload, performance, and productivity; recommending and implementing process improvements; and coordinating assignments to ensure timely completion of work orders, studies, and project deliverables. The position includes mentoring staff, supporting professional development, and fostering an inclusive, collaborative, and high‑performing work environment. Key responsibilities are:
- Oversee and coordinate traffic engineering projects, studies, and investigations, including analyzing transportation data, reviewing field surveys, and preparing or supervising technical reports and memoranda.
- Review and approve work orders for compliance with established plans, standards, and specifications, and conduct or supervise field inspections or site evaluations as needed.
- Support the review and coordination of Capital Projects, Street Improvement Projects (SIPs), and Mayor or Agency initiatives, collaborating with planning, engineering, and operations units to assess impacts on traffic control, signage, curb regulations, and street design.
- Assist with updates to traffic regulations when warranted and contribute to borough‑wide traffic studies and investigations to improve traffic safety and mobility.
- Track the installation and maintenance of traffic control devices.
- Act as liaison to NYCDOT divisions, City and State agencies, contractors, community boards, and the public, coordinating on traffic policies, capital projects, and street operations and preparing written responses to correspondence and public inquiries.
- Support the DBE in monitoring workload and performance metrics related to assigned projects and staff, performing related administrative duties as assigned.
- Master's degree in transportation engineering, mathematics, urban planning, architecture, landscape architecture, urban studies, or related physical and social science fields; or
- Baccalaureate degree in engineering from an accredited college with one year of full‑time satisfactory experience performing technical work on roadway transportation and traffic studies and area‑wide traffic programs; or
- Baccalaureate degree from an accredited college with two years of full‑time satisfactory experience as described above; or
- Associate degree or completion of 60 semester credits from an accredited college with four years of full‑time satisfactory experience as described above; or
- High school diploma or equivalent with six years of full‑time satisfactory experience as described above.
- To be assigned to Assignment Level II, an additional year of experience in the above category is required.
- To be assigned to Assignment Level III, an additional two years of experience in the above category is required.
- Strong leadership and supervisory skills.
- Proficiency in the Sign Information Management System (SIMS).
- Excellent oral and written communication abilities.
- Demonstrated experience in project management and technical coordination.
- Ability to analyze data and translate findings into actionable recommendations.
- Solid knowledge of traffic engineering principles and practices.
- Strong organizational skills and attention to detail.
- Ability to work collaboratively across teams and agencies.
