Duties Description
The Utility Engineering Specialists within the Office of Rates and Tariffs are heavily focused on preparing and analyzing written material. Performing these duties will be centered around, and highly dependent on, the incumbent’s ability to critically analyze information and prepare written materials that are clear, concise, thorough, and technically accurate. Preferred candidates would possess excellent verbal and written communication skills, have a background in engineering, be able to excel individually and in a team environment, handle multiple, deadline driven assignments, and be able to understand, process, review, and answer questions related to complex, detailed documents.
Utility Engineering Specialists working within this Office will be responsible for duties which include, but are not limited to:
- Analyzing utility company rate submissions with attention to operational and maintenance aspects, plant costs, facility construction, capacity and commodity procurement, depreciation, revenue price out, etc.
- Reviewing and analyzing utility company testimony, exhibits, work papers, and other submittals and developing a written response in the form of testimony and supporting exhibits.
- Assisting in the preparation of legal briefs and other documents for rate case leads.
- Reviewing and analyzing the utility companies fully allocated embedded and marginal cost-of-service studies and examining utility proposals to re-allocate costs and revenue recoveries among service classifications and end-users.
- Analyzing and developing rate structures and designs to recover utility company revenue requirements, send accurate price signals, and comply with state policies.
- Reviewing and developing tariffs implementing PSC directed rates and programs and preparing draft orders addressing utility tariff filings and petitions for Commission action.
- Identifying factors relevant to the development of desired regulatory processes, collecting relevant data on the critical factors, developing policy alternatives, and summarizing strengths and weaknesses of each.
- Assisting in the development of proposals to address new policy initiatives and/or reassess existing policies in an evolving clean energy market.
- Accessing and analyzing utility company data and conducting and presenting comparative or trend analysis on specific issues.
- Reviewing merger, acquisition, property sale and lease petitions and analyzing their impacts on systems functions and efficiencies and revenue requirements.
Additional Comments
The above salary range reflects the Downstate Adjustment of $4,000 and the Geographic Pay Differential of $17,000.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
This position will require at least 10% travel which may require possession of a valid driver’s license.
