the Role

The Bureau of Water and Sewer Operations (BWSO) seeks to hire four Assistant Civil Engineers for its Site Connection Unit within the Division of Engineering, Connections and Permitting. The unit reviews and approves site and house connection proposals for sewer connections to city sewers, certifies connections for commercial and residential properties, and supports the design phase of projects by analyzing hydraulic components.

Candidates will also read architectural, mechanical and plumbing drawings, perform hydraulic calculations, and coordinate with professional engineers and developers to resolve engineering issues and meet DEP’s rules and regulations.

Responsibilities
  • Review site and house connection proposals submitted by professional engineers and registered architects.
  • Perform hydraulic calculations to determine the size of sewer connections and evaluate proposed release rates to conform with the Unified Storm Water Rule and zoning requirements.
  • Review surveys and other supporting documents to ensure compliance with DEP rules, regulations, standards and specifications.
  • Research sewer records and drainage plans to verify accuracy of site connection proposals before issuing certifications.
  • Utilize city tools such as zoning maps, tax maps and ArcGIS to research the site area.
  • Determine maximum sewer pipe capacity, allowable flow rates, and alternatives for retaining or detaining stormwater on site or releasing storm flow at an acceptable rate.
  • Meet with professional engineers to discuss and determine the best solutions for project needs under BWSO requirements.
  • Review and approve moderate to complex permit applications for new sewer connections, repairs, relays and plugs associated with sewer connections.
Minimum Qualifications
  • A baccalaureate degree from an accredited college in civil engineering and one year of full‑time satisfactory experience in civil engineering work; or
  • A baccalaureate degree from an accredited college and a master’s degree in civil engineering from an accredited college.
Preferred Skills
  • Knowledge of hydraulics.
  • Experience using Microsoft Office, ArcGIS and AutoCAD.
  • Ability to manage multiple priorities and projects simultaneously.
  • Excellent written and oral communication skills.
