POSITION OVERVIEW

The Portfolio Manager will support the Engineering Project Delivery Division (EPD) and report directly to the Engineer of Projects (EOP). This role is responsible for coordinating budgets and schedules, monitoring engineering deliverables, forecasting project performance, and supporting the successful delivery of projects within the Agency’s Capital and Annual Operating Plans.

The selected professional will play a critical role in capital planning, project prioritization, performance monitoring, and delivery management across a portfolio of engineering and infrastructure projects. This position requires strong analytical capabilities, project controls experience, and the ability to collaborate effectively with design, construction, and operational stakeholders while maintaining high standards of project execution and accountability.

KEY RESPONSIBILITIES
  • Coordinate budgets, schedules, and engineering deliverables across an assigned portfolio of projects.
  • Assist with project setup, execution, monitoring, and closeout activities.
  • Develop and maintain effective work breakdown structures with project teams.
  • Prepare and revise project delivery plans documenting scope, resources, schedules, costs, and deliverables.
  • Review project plans against authorizations, cost models, and historical performance metrics.
  • Monitor key performance indicators including cost, schedule, accruals, MWBE participation, and risk performance.
  • Prepare expenditure forecasts and identify trends, variances, and improvement opportunities.
  • Facilitate project meetings and maintain documentation of decisions, action items, and progress updates.
  • Support Capital Planning activities and Board-related initiatives.
  • Maintain project documentation libraries and contribute to the development of project delivery policies and procedures.
REQUIRED QUALIFICATIONS
  • Bachelor’s degree in Engineering, Architecture, Construction Management, Project Management, or a related field.
  • Minimum of five (5) years of progressively responsible experience supporting the development and delivery of Architectural and Engineering projects.
  • Demonstrated experience managing capital projects involving significant design and construction components.
  • Experience monitoring and reporting project costs, budgets, forecasts, and schedules.
  • Experience preparing project delivery plans and supporting project controls activities.
  • Ability to analyze project performance and provide recommendations based on cost and schedule data.
  • Strong ability to coordinate with multidisciplinary project teams and stakeholders.
PREFERRED QUALIFICATIONS
  • Knowledge of project management systems and platforms.
  • Experience using Primavera P6.
  • Experience with Primavera Risk Analysis.
  • Strong planning and organizational skills.
  • Ability to work independently and manage multiple priorities.
  • Excellent oral and written communication skills.
  • Experience presenting to large client groups and executive leadership teams.
  • Strong interpersonal, leadership, negotiation, problem-solving, and decision-making skills.
