Project Description

The Environmental Health and Safety ("EHS") Manager will support MTA Bridges and Tunnels ("B&T") facilities by overseeing EHS compliance requirements, coordinating EHS initiatives, and developing procedures, protocols, and training programs. The primary objective of this role is to ensure all work activities are conducted safely, regulatory requirements are met, workplace hazards are identified and mitigated, and EHS programs, inspections, training, reporting, and corrective actions are completed in accordance with applicable policies, procedures, and contract requirements.

Education Qualifications
  • Bachelor's degree in Environmental Engineering, Environmental Science, Occupational Health and Safety, Industrial Hygiene, or a related field from an accredited institution.
Experience Requirements
  • Minimum of five (5) years of Environmental, Health, and Safety ("EHS") experience in a regulated industry such as heavy civil construction, transportation, or government.
  • Knowledge of Occupational Safety and Health Administration ("OSHA") 29 CFR 1910/1926 standards, Environmental Protection Agency ("EPA") regulations, and applicable state agency requirements.
  • Demonstrated experience conducting incident investigations using methodologies such as 5-Why's Analysis and Root Cause Analysis.
  • Proficiency with EHS management systems and OSHA recordkeeping systems.
  • Ability to respond to assignments on site at various B&T locations throughout New York City, including after-hours and weekend assignments when required.
Licensing Requirements

The following professional certifications are preferred, but not required:

  • Certified Safety Professional
  • Certified Industrial Hygienist
  • Certified Hazardous Materials Manager
Desired Skills
  • Knowledge of environmental, health, and safety regulations, including OSHA, EPA, and applicable New York State requirements.
  • Experience conducting environmental and safety audits, regulator reporting, and ensuring compliance with federal, state, and local EHS regulations.
  • Minimum five (5) years of advanced knowledge of environmental regulations and standards such as Resource Conservation and Recovery Act, Toxic Substances Contral Act, Asbestos regulations, Water quality regulations, and Air quality regulations.
  • Strong written, verbal, and interpersonal communication skills.
  • Expertise in incident investigation and root cause analysis.
  • OSHA 30-Hour Construction Safety or General Industry Certification.
Description of Work
  • Serve as the primary point of contact for environmental health and safety matters.
  • Maintain public employee safety and health records, environmental permit documentation, and all required internal and external reporting.
  • Conduct site inspections, support ongoing projects, develop procedures and best practices, track hazards, and monitor corrective actions through completion.
  • Support Safety Task Force initiatives, Code Compliance programs, Quarterly Environmental Compliance inspections, and after-hours inspection programs.
  • Develop and deliver regulatory and site‑specific EHS training programs; maintain training records and prepare compliance reports.
  • Create and track root cause analyses, near‑miss reports, lessons learned, and corrective action plans.
  • Develop written EHS programs, and review contractor and B&T submissions, including Safety Data Sheets, chemical inventories, emergency response plans, reference guides, and safety notices.
  • Provide technical support to maintain environmental compliance related to Stormwater Management, Bulk Petroleum Storage, Hazardous and Universal Waste Management, and related programs.
