Under the direction of the Executive Director of Design-Build & Emergency Contracts, the WIM Program Manager is responsible for the management and administration of the expanded direct enforcement of weight limits using the WIM System within the Design-Build and Emergency Contracts Unit.
Responsibilities- Develop a plan for the rollout of WIM systems across additional sites approved by legislation for direct enforcement in 2025.
- Determine the types of contracts necessary to support the expanded WIM program and develop related procurement documents with support from technical experts.
- Monitor and evaluate performance of private consultants and contractors procured for the WIM program.
- Resolve conflicts with contractors arising from field conditions and participate in negotiations to resolve scheduling conflicts and delays caused by unanticipated conditions; establish additional compensation when warranted.
- Manage the process of post‑negotiation requests for changes and extra work orders, including final contract payments, cost deductions, and time extensions.
- Ensure contract performance and the timely processing of payments to ensure compliance with DOT policy.
- Conduct personal inspections of field conditions and check on the progress of projects as needed.
- Ensure all work undertaken is in accordance with Agency, City, State, and Federal guidelines and requirements.
- Perform additional significant administrative and engineering functions as assigned by the Executive Director of Design-Build and Emergency Contracts.

Minimum Qualifications- Four (4) years of full‑time, satisfactory experience in civil engineering work.
- A valid New York State Professional Engineer’s License. Current registration as a Professional Engineer must be maintained for the duration of employment.
- A master’s degree in civil engineering from an accredited college or university may substitute for one year of the civil engineering experience required in item (1) above.
- For placement in Assignment Levels II and III, at least one year within the last three years of experience as a major contributor or project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project.
- Excellent verbal communication and ability to work effectively with city agencies, contractors, consultants, utilities, and representatives.
- Strong written communication skills for reports, letters, memos, and correspondence.
- Familiarity with and experience working with WIM systems.
- Analytical ability to prepare data reports and develop recommendations.
- Leadership and supervisory experience over a staff of engineers and vendors during construction and operations.
