Civil Engineer 3 – Project Manager (Bridges)
The New York City Department of Transportation, Division of Bridges manages the full life cycle of over 800 bridges, tunnels, and 600 retaining walls, ensuring public safety and mobility. This role focuses on major project designs, construction oversight, maintenance activities, engineering reviews, and quality assurance on some of the City’s most iconic and complex projects.
Responsibilities- Direct all functions during the design phase of a bridge reconstruction/rehabilitation project with latitude for independent judgment and initiative.
- Supervise, directly and indirectly, engineering professionals and clerical employees.
- Analyze complex civil engineering projects to determine requirements, uncertainties, and constraints, and develop a plan for implementation.
- Apply leadership and teamwork skills to address project needs, analyze, and manage risks and issues by developing mitigation recommendations.
- Review consultant submissions during the design phase—plans, specifications, cost estimates, environmental documents, invoices, project schedule, and change orders.
- Coordinate with divisions within NYCDOT and external agencies such as NYSDOT, FHWA, NYCDPR, and others.
- Attend meetings in the field or coordinate with contractors to resolve field investigation or inspection issues.
- Oversee development of construction contract documents and assist with contractor procurement effort.
- Develop the Resident Engineer Contract to support construction effort.
- Utilize the Contract & Project Management System (CPMS) for rate approval and invoice processing for design consultants.
- Coordinate with Division staff to ensure funding sufficiency and prepare related documents.
- Update project schedule via the Division-provided system.
- Manage and resolve project issues and take a proactive approach to project risk management.
- Perform other related duties as assigned.
- Familiarity with environmental processes and design codes.
- Effective verbal and written communication.
- Knowledge of current civil engineering design and construction practices for bridge rehabilitation and reconstruction.
- Proven experience as a Project Manager capable of multitasking and working with multidisciplinary teams.
- Experience supervising consultants and managing multi-million‑dollar bridge projects, including contract administration and regulatory compliance.
- Experience using Microsoft Dynamics 365 for project tracking.
- Proficiency in procurement and bidding processes for large-scale infrastructure projects.
- Ability to coordinate with multiple agencies and stakeholders efficiently.
- Track record of budget forecasting and project scheduling.
- Ability to manage and prioritize multiple projects simultaneously.
- Four (4) years of full‑time, satisfactory experience in civil engineering work.
- Valid New York State Professional Engineer’s License, with registration maintained for the duration of employment.
- A master’s degree in civil engineering from an accredited institution may substitute one year of the experience requirement.
- At least one year within the last three years of experience as a major contributor or project leader on a complex project requiring specialized expertise in the disciplines needed to design or construct such a project.
