Team Lead, Project Development Engineer – ESCO / Energy Infrastructure

Location:

Our client is a vertically integrated energy infrastructure and performance contracting organization delivering complex Energy Savings Performance Contracting (ESPC), Central Energy Plants, Combined Heat & Power (CHP), renewable energy projects, and large‑scale mechanical and electrical modernization throughout the Northeast.

With continued expansion across Long Island and the greater New York City market, the organization is seeking a Team Lead, Project Development to provide technical leadership across ESCO performance contracting and energy infrastructure modernization projects.

This role is designed for a senior project development professional who understands the complexity of the New York ESCO market and can lead development efforts with both technical authority and commercial awareness.

Overview

The Team Lead, Project Development will own the full development lifecycle of energy and infrastructure modernization projects across municipal, education, healthcare, and commercial facilities throughout the Long Island and Metro NYC region.

This individual serves as the technical authority during the development phase, guiding engineering direction, validating financial assumptions, and ensuring the integrity of guaranteed energy savings models.

Operating at the intersection of engineering, finance, and client engagement, this role leads ASHRAE Level II, Level III, and Investment Grade Audits (IGA) while structuring technically sound and commercially viable solutions. The position requires experience navigating New York regulatory requirements, public procurement processes, union labor environments, and multi‑stakeholder project structures.

This is a senior leadership role designed for an experienced project development professional who can mentor engineering teams, manage technical risk, and partner closely with business development leadership to secure and deliver performance contracts.

Responsibilities
  • Lead ASHRAE Level II, Level III, and Investment Grade Audits across complex building portfolios
  • Identify, engineer, and validate energy and water conservation measures (ECMs/WCMs)
  • Review and approve energy models, financial analyses, capital cost estimates, and guaranteed savings calculations
  • Structure technically sound and financially viable project scopes aligned with Energy Savings Performance Contracting requirements
  • Define pricing strategy and manage technical and financial risk prior to contract execution
  • Support executive level client presentations and technical components of contract negotiations
  • Mentor and guide project development engineers and analysts
  • Coordinate with construction, commissioning, measurement & verification (M&V), and operations teams
  • Ensure seamless transition from development through implementation
  • Oversee commissioning standards and validate post‑installation performance outcomes
Requirements
  • Bachelor’s degree in Mechanical, Electrical, Industrial, or Energy Systems Engineering
  • 7+ years of experience within ESCO or Energy Savings Performance Contracting environments
  • Demonstrated leadership of technical teams or multi‑disciplinary project groups
  • Extensive experience with ASHRAE Level II & III audits and Investment Grade Audits
  • Proven experience structuring and validating guaranteed energy savings
  • Advanced knowledge of building systems, HVAC infrastructure, BAS/BMS systems, electrical distribution, and lighting systems
  • Strong familiarity with ASHRAE, IESNA, NEC, and related codes
  • Experience leading projects from assessment through implementation
  • Strong client‑facing communication and presentation skills
Preferred Credentials
  • Professional Engineer (PE) license strongly preferred
  • CEM, CMVP, LEED AP, or related certifications
  • Experience with in public sector and municipal markets in New York
  • Familiarity operating within union labor environments and complex stakeholder structures
