Job Title
Energy Transition Manager
Job DescriptionReporting to the Deputy Director of Technical Services in charge of built heritage and ecological transition, you will be the technical reference for the community on all energy management and ecological transition topics. Your role is both technical, regulatory, and strategic: you monitor in real time the consumption of the entire communal heritage (buildings, public lighting, water), manage funding schemes (CEE, subsidies), ensure regulatory compliance (tertiary decree, indoor air quality), and promote a vision of ecological transition within technical services and other departments of the community.
Your strong transversality leads you to work in permanent liaison with the other services of Technical Services (building, road maintenance, green spaces, celebrations and ceremonies) as well as with other departments of the community (Education/Youth, Sports, etc).
Education and experience:
• Training in thermal engineering, civil engineering, energy, or sustainable development (BTS, BUT, Professional License) with significant experience in energy management, ideally within a territorial community or public operator,
• Driving license B required for regular presence on site,
• Good knowledge of local government decision-making circuits and territorial culture.
Skills:
• Mastery of energy monitoring and management tools (telemetering platforms, advanced spreadsheets, reporting tools) and ease with office and digital tools,
• Knowledge of regulatory devices: tertiary decree/OPERAT, CEE, indoor air quality regulation in public buildings (decrees 2022/2023),
• Practice in public procurement: drafting technical documents (CCTP, DPGF), analysis of offers, contractual follow-up — especially for intellectual services (audits, master planning),
• Knowledge of AutoCAD (reading plans, measurements) appreciated,
• Ability to argue technical choices with elected officials.
Expected qualities:
• Analytical rigor and data sense: ability to transform consumption records into operational decisions,
• Strong appetite for ecological transition and genuine desire to evolve practices within the community,
• Pedagogy and diplomacy in cross-departmental relations with elected officials, other services, and users.
Autonomy and technical proposal strength with the management.
