Chartered in 1834, the Long Island Railroad (LIRR) is the largest, busiest, and oldest continuously operating commuter railroad in the United States. In 2024, this 24/7/365 operation served 75.5 million riders on a system that stretches nearly 120 miles - from Penn Station and Grand Central Madison in Manhattan to Montauk on the eastern tip of Long Island.

JOB SUMMARY

This position will manage and ensure the State of Good Repair for all LIRR Facilities Systems including but not limited to: physical plant operations and maintenance, Mechanical Electrical Plumbing (MEP) infrastructure, and Fire Protection Assets valuing approximately $2.4B. This position is also responsible for Capital Improvement and OFC (Operating Funding Code) Projects, rehabilitation to all Long Island Rail Road Corporate Buildings, Employee Facilities, Stations, Shops & Yards etc.

Directly responsible to coordinate and oversee all aspects of new installs, repairs, modifications upgrades, preventive maintenance, periodic inspections/testing and servicing of all LIRR Facilities Systems to ensure the New York State mandates for State Agency are in compliance with all applicable codes (Uniform Fire Prevention, State Energy Conservation Code and Building Code) to ensure Engineering Department goals and objectives are met by achieving a state of good repair.

Provide coordination, oversight, direction, cost-effective management and administration of all facility and related life and safety assets utilizing both 3rd Party Contractors/Consultants, and LIRR in-house work force represented by several local unions (UTU, IRSA, IBEW). Ensure all work activities are performed seamlessly and safely to industry best practices and proven standards.

Position is also responsible to oversee the inventory of existing and future facility assets and translate the information to ensure successful integration with the MTA EAM initiative. The Engineer of Facilities is responsible for preserving and protecting the safety and operation of facilities through inspection procedures of Long Island Rail Road.

DUTIES AND RESPONSIBILITIES

Responsibilities may include but are not limited to:

  • Manage the physical plant operation and maintenance of Mechanical, Electrical, and Plumbing (MEP) infrastructure for LIRR Facilities including the planning and scheduling of manpower, e.g. LIRR represented employees (SMART, IRSA, IBEW, BRS 241), managers, field engineers and 3rd Party Contractors/Consultants/Maintenance Service Contracts. Responsible to plan for material purchasing and equipment needs.
  • Ensure LIRR Facilities system wide are in compliance with all applicable codes (Uniform Fire Prevention, State Energy Conservation Code, Building Code, NFPA Standards, National Electric Code (NEC), etc.)
  • Oversee and manage construction/demolition permits including the processing and filing applications and issuance processes.
  • Conduct site survey on Capital Projects, OFC Projects and Engineering Projects involving physical plant infrastructure including projects that address upgrades, renovations, repairs, life cycle device/equipment/system replacements, inspections, testing and commissioning of fire protection, life safety, emergency power, HVAC,etc.. Conduct field inspections on physical plant infrastructure; monitoring that construction is progressing on time, within budget and in compliance with standards.
  • Develop a working relationship with Local Union Representatives (SMART, IRSA, IBEW), enforce adherence to contracts; establish training programs, Handle all related labor issues including grievances and claims.
  • Make recommendations regarding Force Account unionized labor vs 3rd Party Contractors/Consultants use of labor.
  • On selected Engineering projects, assist Principal Engineer and Assistant Chief Engineer obtain buy-in from Local Union Representatives on particular elements of third party labor.
  • Develop resource loaded schedules for various physical plant infrastructure projects including life cycle replacements, material improvements/substitutes for building infrastructure, e.g. life & safety systems, fire alarm & fire suppression, CO Alarm & Detection, Emergency Generators & Automatic Transfer Switches (ATS), HVAC, Building Management Systems (BMS), Motor Control Centers (MCC), Switchgear, and related.
