About this Role

The Landowner Outreach Coordinator serves as the primary liaison supporting the project engagement team, community stakeholders, and public officials during the rebuilding of a high-voltage electric transmission line in New York State. This work operates under the regulatory jurisdiction of the New York State Public Service Commission (PSC) Article VII process
. The specialist supports the project engagement team to ensure that all pre-construction and construction public involvement mandates are executed flawlessly. This position focuses on building trust, managing expectations, and mitigating conflicts to keep construction on schedule while ensuring complete regulatory compliance.

What You’ll Do

Article VII Compliance & Regulatory Outreach

  • Execute public involvement programs in strict compliance with New York Public Service Law (PSL) Article VII regulations and PSC orders.
  • Coordinate, track, and document all required stakeholder notifications, filings, and public notices mandated by the Article VII Certificate of Environmental Compatibility and Public Need.
  • Manage the log of all public inquiries and complaints to satisfy PSC reporting audits and compliance reviews.
  • Attend project related meetings with client, public officials and community stakeholders.

Landowner Relations & Right-of-Way Support

  • Support the Right-of-Way (ROW) and legal teams to interpret Article VII certificate conditions regarding individual property access, field activities and environmental restrictions.
  • Conduct extensive one-on-one outreach with impacted landowners to explain upcoming transmission line impacts, access needs, and field activities related to the rebuilding of the existing transmission line.
  • Document property-specific commitments, fence/gate restrictions, and agricultural requirements in accordance with the New York State Department of Agriculture and Markets (AGM) construction guidelines for electric transmission lines.
  • Compile, document, and coordinate the prompt resolution of property damage claims (e.g., crop loss, rutting, soil compaction) to ensure certified restoration compliance.

Construction Coordination & Incident Management

  • Interface daily with construction managers, environmental monitors, and agricultural inspectors to ensure field activities mirror community commitments.
  • Translate highly complex engineering maps, construction sequences, and Article VII Environmental Management and Construction Plans (EM&CP) into accessible language for the public.
