Duties Description This position is located in DEC's Warrensburg office, in the beautiful Adirondack Mountains. You'll work in a close-knit office with other engineers, geologists and environmental specialists and other programs including the Divisions of Air, Water, and Materials Management. You will also have the opportunity to interact with biologists, foresters, Environmental Conservation Officers, Forest Rangers and other DEC staff who are passionate about conservation.

Candidate will be assigned duties in the Division of Environmental Remediation, primarily in the Chemical Bulk Storage, Petroleum Bulk Storage, and Major Oil Storage Facility programs. Required duties will include at a minimum: interacting with the regulated community, property owners, the public and governmental agencies; performing of inspections at regulated facilities; completing all necessary administrative reports and compilation of appropriate documentation in a prompt and thorough manner;
response to inquiries and complaints; reviewing inspection reports prepared by other inspectors; and managing the regional bulk storage inspection workload.
The candidate may also be assigned projects, including the management and oversight of investigation and cleanup projects in the Spills program, as well as the State Superfund (Inactive Hazardous Waste Disposal Site Remedial Program), Brownfield Cleanup Program, and Environmental Restoration Program. Required duties will include at a minimum: interaction with remedial parties, property owners, the public and governmental agencies; oversight of remediation sites, remedial consultants and contractors;
review of site conditions and data to assess the nature and extent of site contamination, and evaluation of remedial alternatives and remedy selection; design and implementation of selected remedies, and monitoring of remedy effectiveness.
The candidate will be required to provide backup and relief response and supervision of oil and hazardous material spills, as needed. Candidate will recommend and prepare enforcement actions following Division of Environmental Remediation policy and guidance with and concurrence by the Office of General Counsel. Candidate will be required to review and comply with Division of Environmental Remediation and Department policies and procedures, including policies related to health and safety;
attend training, as available. Candidate must be able to communicate effectively and convey specific factual information verbally and in writing; organize and analyze data, identify important findings and provide sound recommendation,and write/edit reports. Candidate will be expected to communicate effectively (verbal and written) with the public/regulated community and manage multiple projects simultaneously and under tight time schedules. The candidate may train and supervise staff.
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer Eligible - One year of permanent competitive service at Salary Grade 22 or higher and either:
Eligible for transfer under Section 70.1:
One year of permanent competitive service as a Plant Supt A, Professional Engineer 1 (Civil), Professional Engineer 1 (Civil/Construction), Professional Engineer 1 (Civil/Geotechnical), Professional Engineer 1 (Civil/Structural), Professional Engineer 1 (Civil/Transportation), Professional Engineer 1 (Electrical), Professional Engineer 1 (Fire Protection), Professional Engineer 1 (Industrial), Professional Engineer 1 (Mechanical), or Professional Engineer 1 (Mechanical/HVAC). Additional qualifications may be required.
