Job Description

To be considered for interview, applicants must provide proof of filing for and passing of the Civil Service Exam - Assistant Environmental Engineer. Applicants must be reachable on the AEE DCAS Civil Service list to be hired for this position. The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution.

DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system's 2,000 square mile watershed that extends 125 miles north and west of the city. The Bureau of Environmental Planning and Analysis (BEPA), within the Bureau of Sustainability, is responsible for implementation of the Unified Stormwater Rule through its Stormwater Construction and Maintenance Permitting Unit.

The Unified Stormwater Rule requires stormwater management for construction on public and private properties to help protect City infrastructure from polluted stormwater runoff generated from construction activities, to reduce or slow down stormwater entering sewers during wet weather, and to help improve the quality of NYC's waterways. The Stormwater Construction and Maintenance Permitting Unit in BEPA reviews Stormwater Pollution Prevention Plans (SWPPPs) in support of Unified Stormwater Rule compliance, issues Stormwater Construction Permits, and sees sites through the Notice of Termination and Maintenance Permit closeout process.

The unit also tracks permitting metrics, identifies opportunities for process improvements, engages with developers, engineering and architectural industry representatives and other agencies implementing capital projects subject to compliance, and tracks compliance with water quality objectives under CSO and MS4 mandates. Improving permitting review timelines, while also ensuring compliance with stormwater regulations, is a high priority for DEP. DEP is seeking 3 Assistant Environmental Engineers to perform SWPPP reviews.

Under direction, the Assistant Environmental Engineers will be responsible for reviewing, approving, and disapproving SWPPPs. Adequately reviewing plans requires a working knowledge of hydrology, hydraulics, soils and practices designed to prevent pollution of stormwater runoff. Additional critical tasks include responding to complaints related to stormwater discharges from construction sites, inspecting sites both during and after construction for compliance with stormwater construction and stormwater maintenance permits.

The ideal candidate will have experience in civil site design and review including grading, drainage and site layout. Understanding concepts related to design and construction of stormwater management practices as well as a familiarity with the New York State General Permit for Stormwater Discharges from Construction Sites and the NYC MS4 Permit are preferred. Typical tasks will include:

  • Review of site civil drawings for compliance with City rules and the Construction General Permit.
  • Clear understanding of stormwater management systems during and after construction. Understands hydrology, hydraulics and implementation of codes.
  • Site inspection for compliance with approved plans during construction, under Stormwater Construction Permit.
  • Site inspection for compliance with post construction requirements of a Stormwater Maintenance Permit.
  • Must be able to communicate orally and in writing giving applicants and permit tees clear understanding of program and permit requirements, penalties for noncompliance and the intrinsic benefits of compliance.
