Duties Description

The Professional Engineer (PE) 2 (Environmental) position will serve as one of two section chiefs in the Implementation Section within the Bureau of Water Supply Protection. The Implementation Section establishes drinking water program priorities in the field statewide and works with regional offices and local health departments to ensure the tools needed to comply with the regulatory requirements reach utilities. The incumbent will have the ability to develop and implement a policy vision for the drinking water program that ensures all New Yorkers have equitable access to drinking water that meets regulatory standards.

The PE 2 (Environmental) will supervise a team that is responsible for developing and updating guidance for local health departments and utilities; assessing local health department and regional office training needs and sanitary survey performance; and ensuring training programs such as the basic environmental health program and sanitary survey course are up to date. This position requires conducting sanitary surveys in accordance with federal guidance at public water systems of various sizes and complexity and reviewing local health department performance against sanitary survey metrics.

This position requires frequent interaction with co-regulators, local health departments and elected officials as well as members of the public. The incumbent will be required to have an in depth understanding of all drinking water regulations, with a specific focus on those regulations that impact drinking water treatment unit processes such as the lead and copper rule, surface water treatment rules and microbial disinfection byproduct rules.

Qualifications

Minimum Qualifications

Transfer or Reassignment:
Current New York State Department of Health employee with one year or more of permanent or contingent-permanent, competitive status as a Professional Engineer 2 (Environmental), Grade 27, AND a current NYS Professional Engineer’s License and Registration, OR a New York State employee with one year of permanent or contingent-permanent competitive service in a title eligible for transfer to a Professional Engineer 2 (Environment), Grade 27.

Preferred Qualifications

The preferred candidate will have at least five years or more experience conducting sanitary surveys at municipal drinking water treatment plants and implementing drinking water regulations.
