Frontier-Kemper, a Tutor Perini Company, is seeking a Water Treatment Plant Supervisor to join our Kensico-Eastview Connection Tunnel Project in White Plains, New York.

Frontier-Kemper Constructors is the general contractor for the Kensico-Eastview Connection Tunnel Project.

The scope of the approximately $1.1 billion contract entails the construction of a new deep rock tunnel between the Kensico Reservoir and the Catskill/Delaware Ultraviolet (CDUV) Light Disinfection Facility, both in Westchester County, New York. The new tunnel will provide an additional means of conveying water between the Kensico Reservoir and the CDUV Facility, enhancing operational resiliency and redundancy for New York City’s water supply system.

As a Water Treatment Plant Supervisor at Frontier-Kemper, you will have the opportunity to be responsible for overseeing the daily operation, maintenance, regulatory compliance, and performance of the Water Treatment Plant (WTP). This position provides leadership and direction to plant operators and maintenance personnel while ensuring the safe, efficient, and compliant treatment of water in accordance with New York State Department of Environmental Conservation (NYSDEC) regulations and permit requirements.

The Supervisor manages treatment processes, equipment, tanks, ponds, basins, drainage systems, underground water control systems, and associated appurtenances to ensure reliable plant operations and environmental compliance are maintained. Supervise the daily operation and maintenance of the Water Treatment Plant (WTP) and plant personnel. Ensure compliance with all NYSDEC regulations, permits, reporting requirements, and other regulating agencies’ environmental standards if applicable.

Oversee the operation, inspection, and maintenance of treatment equipment, pumps, tanks, ponds, basins, drainage systems, and related infrastructure. Manage water control and dewatering systems for anticipated groundwater inflows to shafts, tunnels, and chambers in accordance with the Geotechnical Baseline Report (G ). Monitor treatment processes, analyze operational data, and implement process improvements to maintain compliance and optimize performance. Manage maintenance contractors, and correspondence/response efforts with regulatory bodies.

Maintain regulatory records and reports while ensuring a safe and efficient work environment through employee training and leadership.

REQUIREMENTS
  • High school diploma or equivalent required.
  • Active New York State Department of Environmental Conservation (NYSDEC) license required.
  • Minimum 5 years of experience managing and supervising Water Treatment Plant (WTP) operations.
  • Strong knowledge of water treatment processes, equipment, and maintenance practices.
  • Experience ensuring NYSDEC regulatory compliance, permitting, and reporting requirements.
  • Proven leadership experience supervising plant operators and maintenance personnel.
  • Experience with groundwater control, dewatering systems, and operations in tunneling, mining, heavy civil, or underground construction environments preferred.
