Accounting Manager, Financial Manager, CFO, Financial Reporting
GENERAL STATEMENT OF DUTIES:
Is responsible for the fiscal affairs of the Authority; consults on investments, bond issues, and financial trends; establishes accounting systems and conducts audits; oversees costumer service and billing functions of the Authority; does related work as required.
DISTINGUISHING FEATURES OF THE CLASS:
The work of this position involves the rendering of sound advice on major fiscal and accounting policy and procedure to the Authority. The position requires mature fiscal judgment including ability to suggest wise and timely investment, bond issue and accounting systems. The work is performed under the general direction of the Authority Treasurer; supervision is exercised through others over the work of employees in the Accounting Division, and Business Office of the Authority.
EXAMPLES OF DUTIES: (Illustrative only)
- Consults regularly with the Authority and advises, recommends and reports on investments, financial trends, financing and capital improvements;
- Supervises the establishment, maintenance and auditing of all Authority accounts;
- Establishes methods of accounting and installs necessary changes;
- Reviews and examines reports of accounts, accruals and collections;
- Supervises the maintenance of a continuous property record;
- Assists in the preparation of the annual budget for Authority consideration;
- Examines and settles financial claims against the Authority;
- Through an Office Manager, directs the customer operations unit;
- Prepares periodic and special fiscal reports.
REQUIRED KNOWLEDGES,
SKILLS AND ABILITIES:
Candidates must meet the following requirements:
Comprehensive knowledge of governmental agency fiscal control and bonding; comprehensive knowledge of the principle of accounting and auditing; demonstrated ability to successfully advise on financing of capital construction and improvements; demonstrated ability to establish and adapt accounting systems; ability to analyze accounting records and draw sound conclusions, therefrom; excellent financial judgment; initiative and resourcefulness in the solution of complex accounting problems;
ability to present complex fiscal matters in understandable written and oral form; good physical condition.
ACCEPTABLE TRAINING AND
EXPERIENCE:
A) Possession of a Bachelors Degree in Accounting and a New York State license as a Certified Public Accountant and maintain same while employed with the Authority;
Or,
B) Possession of a Masters Degree in Business Administration or Public Administration and 5 years of progressively responsible fiscal control which shall include 2 years of governmental financing experience;
Or,
C) Graduation from a recognized four year college or university with a Bachelors Degree in Accounting and ten years of progressively responsible fiscal control which shall have included four years of governmental financing experience;
Or,
D) An equivalent combination of training and experience as defined by the limits of (A), (B), and (C)
