Job SummaryThe Senior Manager, Central Business District Tolling Program (CBDTP) – Toll Reconciliation & Revenue Analysis provides strategic leadership and oversight for toll revenue reconciliation, transaction integrity, and financial reporting activities supporting the CBDTP. The role is responsible for ensuring the accuracy, completeness, and accountability of toll revenue through comprehensive reconciliation of high-volume toll transactions, advanced revenue analysis, and the development of robust financial controls and reporting processes.
Responsibilities- Provide leadership oversight for monitoring CBDTP toll trip activity and transaction performance to ensure the accurate capture and recognition of toll revenue across all tolling categories, including Prepaid Tolls, Tolls by Mail, and Violations.
- Direct and oversee the reconciliation of CBDTP toll revenue across multiple operational and financial systems, ensuring alignment with financial reporting standards and accounting requirements.
- Lead the preparation and analysis of CBDTP revenue reporting, including monthly, quarterly, and annual deliverables supporting the agency's financial statement process.
- Oversee the reconciliation and validation of CBDTP toll receivables, including the preparation and analysis of Tolls by Mail receivable aging reports.
- Serve as a key leader in the development and continuous improvement of CBDTP revenue reconciliation and reporting processes.
- Ensure compliance with financial reporting standards, internal control requirements, and audit protocols by providing documentation and validation supporting the agency's annual financial statement audits.
- Perform other duties as assigned, including compliance with all policies and standards.
- Work hours outside regular schedule may be required, as applicable.
- Observe the work performed by contractors, as applicable.
- Review invoices and approve them if the work meets contractual standards, as applicable.
- Address performance issues with contractors when possible, as applicable.
- Escalate issues to other parties when needed, as applicable.
- Bachelor’s degree in a business‑related field (Accounting, Finance, Economics, Statistics) or Public Administration; or equivalent experience.
- Minimum 7 years of relevant finance/audit business experience.
- Minimum 2 years in an administrative, managerial, or supervisory capacity.
- Ability to plan, coordinate and manage complex financial and operational processes.
- Experience managing large data sets.
- Ability to manage direct staff members.
- Ability to work with a variety of departments to coordinate activities and functions.
- Ability to analyze and evaluate reports and metrics.
- Proficiency with Microsoft Office Suite.
- Strong understanding of CBDTP policies, procedures and business rules related to trips, credits, RAAS, BOS, and Roadside.
- Knowledge of CBDTP E‑ZPass, Tolls By Mail, and Violations policies.
- Advanced proficiency in Power BI for data visualization and revenue analytics.
- Knowledge of the CBDTP RAAS, Roadside and Back Office systems.
- Knowledge of the NY E‑ZPass Program transaction processing management and financial management systems.
- Knowledge of IAG business rules, agreements, and inter‑agency file specifications used to oversee the IAG reciprocity processes.
- Strong knowledge of financial reporting systems.
