Chief Financial Officer

A growing, forward thinking nonprofit organization serving individuals with intellectual and developmental disabilities (IDD) in New York State is seeking an experienced Chief Financial Officer (CFO) to oversee complex financial operations and guide organizational strategy. Responsibilities
  • Serve as a strategic advisor to the CEO and executive leadership team on financial sustainability, organizational growth, and risk management.
  • Develop long-term financial strategies to support program expansion, workforce investment, and capital planning.
  • Provide financial analysis and forecasting to guide executive decision‑making.
  • Present financial performance reports, forecasts, and risk analysis to the Board of Directors and Finance Committee.
  • Direct and oversee all financial operations including accounting, budgeting, payroll, billing, accounts payable, accounts receivable, and treasury functions.
  • Develop and manage the organization’s annual operating and capital budgets.
  • Monitor financial performance against budget and implement corrective strategies when necessary.
  • Ensure the accurate and timely preparation of financial statements and financial reports.
  • Ensure financial compliance with New York State OPWDD regulations, Medicaid billing requirements, OMH, New York City contracts and other state oversight requirements.
  • Oversee preparation and submission of Consolidated Fiscal Reports (CFR) in accordance with New York State reporting standards.
  • Manage financial reporting related to Medicaid waiver services including residential, day habilitation, community habilitation, and other OPWDD‑funded services.
  • Monitor reimbursement rates and regulatory changes impacting financial operations.
  • Provide fiscal oversight for government contracts, foundation grants, and philanthropic funding.
  • Ensure financial compliance with grant reporting requirements and contract deliverables.
  • Collaborate with program leadership and development teams to ensure fiscal accountability for grant‑funded initiatives.
  • Identify financial risks related to reimbursement, regulatory changes, or operational challenges.
  • Develop financial models and contingency strategies to mitigate fiscal risks.
  • Oversee insurance, liability management, and financial risk mitigation strategies.
  • Provide leadership and supervision to the finance department including accounting, payroll, billing, and financial reporting staff.
  • Build and maintain high‑performing financial teams through coaching and professional development.
Requirements

This role requires direct nonprofit experience in an OPWDD‑regulated setting. Applications without this background will not be considered.

A bachelor’s degree in finance, accounting, business administration, or a related field is required, with a master’s degree in finance, business administration (MBA), public administration, or a related field preferred. Certification as a Certified Public Accountant (CPA) is strongly preferred. The ideal candidate will possess a minimum of 10 years of progressive financial leadership experience, including at least 5 years in a senior financial leadership role such as Chief Financial Officer, Controller, or Finance Director.

Experience in nonprofit financial management is required, and experience within the intellectual and developmental disabilities (IDD), healthcare, or broader human services sectors is strongly preferred. Candidates should demonstrate experience managing Medicaid reimbursement systems and other government funding streams, as well as familiarity with New York State Office for People with Developmental Disabilities (OPWDD) reporting systems, including Consolidated Fiscal Reports (CFR).

The successful candidate will have advanced expertise in financial planning, forecasting, and budgeting, as well as the ability to translate complex financial information into clear and actionable strategic insights for executive leadership and the Board of Directors. Demonstrated experience working with financial systems software, such as SAP S/4

HANA, Workday Financial Management, Microsoft Dynamics 365 Finance, Oracle Financials, Net Suite, People Soft Financials, Sage Intacct, Infor Cloud Suite Financials, Blackbaud Financial Edge, and MIP Fund Accounting. Strong leadership, communication, and collaboration skills are essential, along with high ethical standards and a demonstrated commitment to transparency, accountability, and responsible stewardship of organizational resources.
